The total investment of the project is estimated at $135,5 million, which will be offset by VEC’s equity ($20,3 million) and commercial loans (($115,02 million). The project will be reimbursed for a period of 15 years at a starting point of $0,1/ km / standard service fee.
Since VEC is a 100% state-owned enterprise, after the payback period, VEC can transfer the project to the competent state authority. In cases where the State does not withdraw property, VEC may continue to manage and exploit fees and remit profits into the state budget in accordance with the law or VEC may use the fee to invest in projects. Another case if the Ministry of Transport assigned to develop national highway network.
If it is approved by Ministry of Transport, the project will be started in 2018 and completed after 2 years of construction.
The construction of the Bien Hoa – Vung Tau Expressway from the intersection of Ho Chi Minh City-Long Thanh – Dau Giay Expressway to the intersection of Ben Luc-Long Thanh Expressway will contribute to boosting the highway to promote Ho Chi Minh City-Long Thanh – Dau Giay Expressway and Ben Luc – Long Thanh Expressway; At the same time, it is also to ease the pressure of traffic on National Highway 51, increasing the capacity of transporting goods from Ho Chi Minh City to the seaports in Cai Mep – Thi Vai area.
