Answering the Deputy PM, Le Dinh Tho said that the delay was caused by some ministries and central branches are asking to clarify some contents in the report. And vice chairman of Dong Nai People’s Committee said that the problem is because the ministries have different views on the use of legal provisions in the process of appraisal and approval of the report.
Mr. Le Dinh Tho also confirmed that the Ministry of Transport is planning closely, controlling the progress of each week.
Observing the feasibility study report was slow, Deputy PM Trinh Dinh Dung asked Dong Nai province and other ministries to accelerate this work to soon submit to the Prime Minister for approval.
“With the above difficulties, cadres need to have the spirit and responsibility to solve the problem. If there are obstacles, immediately report to the Government, even the Congress to timely remove,” Deputy Prime Minister emphased.
Deputy PM Dung asked the ministries with their roles and responsibilities to guide and support Dong Nai province to complete the project feasibility report, promptly report any difficulties, obstacles, and beyond.
Specifically, the Ministry of Natural Resources and Environment should appraise and approve the environmental impact assessment report of the project on land acquisition, compensation, support and resettlement of Long Thanh International Airport.
Dong Nai People’s Committee shall report soon to the State Appraisal Council on the explanation and acceptance of opinions of members of the State Appraisal Council. At the same time, complete the dossiers and documents enclosed with the project feasibility study reports according to regulations.
“To propose the Minister of Planning and Investment as the chairman of the State Appraisal Council to closely coordinate with Dong Nai province to soon complete the project dossier and report to the Prime Minister matters falling beyond its competence. To submit to the Prime Minister before April 20, “the Deputy Prime Minister requested.
In addition, the Deputy PM also proposed that the Ministry of Planning and Investment and the Ministry of Finance prepare to meet capital adequacy in time for the project; People’s Committee of Dong Nai province and other ministries and branches do a good job of propagandizing and explaining to the people so that people can understand correctly and comply with the provisions of law.
Deputy Prime Minister Trinh Dinh Dung affirmed the Government’s determination to complete preparations for the construction of Long Thanh Airport in late 2019.
“The overall project must be submitted to the National Assembly at the end of 2019, before it must be submitted to the State Council for Pre-Acceptance Test and the Government for comment, so the Ministry of Transport shall base on the progress of implementation to fulfill the assigned requirements, Deputy Prime Minister requests.
The Long Thanh Airport project will be implemented on an area of 5,000ha, of which resettlement areas will be around 565ha (belonging to Binh Son commune and Loc An commune, Long Thanh district, Dong Nai province). A total of 4,900 households with nearly 16,000 residents and 26 organizations using land have been affected.
This is an important national-level project, with an estimated capacity of 100 million passengers and 5 million tons of cargo per year, divided into 3 phases.
Phase 1 of the project must be completed and put into operation a runway, a passenger terminal and other auxiliary items with the capacity of 25 million passengers per year and 1.2 million tons of cargo per year.
Total investment for the whole project is VND 336,630 billion (equivalent to USD 16.03 billion, based on unit price in 2014), of which the first phase is VND 114,450 billion (USD 5.45 billion). The cost of land acquisition, compensation, support and resettlement is about VND23 trillion (over one billion dollars).
