Of these, 56 stations are located within the project area and ensure the spacing between stations is in line with regulations. The remaining 17 stations have inadequate location of the station.
The most noticeable was the BOT North Thang Long – Noi Bai BOT station to collect the recovery fee for the project to avoid Vinh Yen, Vinh Phuc province. Another BOT project is inadequate as La Son – Tuy Loan expressway. This is a BOT project, but it is paid back by BT. In this regard, the leaders of the Ministry of Transport recognize the irrational and are cooperating with investors to recalculate the financial effect, on that basis will report to the Prime Minister in the direction not to set up La Son – Tuy Loan, the state allocated funds to support if needed.
In addition, the BOT Tao Xuyen station, which charges a return to Thanh Hoa, has been misplaced at the gateway of Ho Chi Minh City. Thanh Hoa. Thus, the original payback station was 27 years and 8 months and generated a 3-year profit margin. However, after 7 years and 2 months, this fee station has collected a great interest, enough to recover the project. Therefore, in August, the Ministry of Transport has resolutely abolished the project.
Also at the report of the Ministry of Transport, the BOT Nam Hai Van is currently charging for the return of Deo Ca tunnel project (including Deo Ca tunnel, Co Ma tunnel, Cu Mong tunnel and Hai Van tunnel) and BOT toll station Hai Van (collecting Phu Gia – Phuoc Tuong tunnel project fee). Two stations BOT is located near the station about 10km, is causing public opinion. As a result, the Ministry of Transport decided to merge these two toll collectors to repay the two projects.
Beside the BOT stations “put the wrong place”, not many BOT charging stations cause publicity can not relocate. For example, Cai Lay BOT Station (Tien Giang Province), which is the hot spot among BOT stations, faces the reaction of the people.
Currently, the Ministry of Transport has five options submitted to the Government, however, in the context of limited budget, the priority of the station remains the same, reducing the price of all vehicles. As such, the biggest bottleneck in BOTs is the inability to relocate, as the state does not have sufficient funds to compensate investors.
The main problem now at the BOT is that if not collected on the old and new routes will not guarantee the return. For example, Thai Nguyen – Cho Moi high speed BOT, BOT highway 6, Bac Giang – Lang Son expressway and Hanoi – Hai Phong expressway.
In this group, most notably the Thai Nguyen – Cho Moi highway, investors have proposed to return the project to the Ministry of Transport. Facing such difficulties, the Ministry of Transport is piloting allowing investors to charge on the expressway for 3 months. After that, the Ministry will calculate the options, agreed with the Thai Nguyen People’s Committee to report to the Prime Minister.
As for the projects such as BOT Highway 6, Bac Giang – Lang Son expressway and the Hanoi – Hai Phong expressway, the Ministry of Transport calculates, if the toll stations are removed on the highway, the State will have to allocate budget to compensate the deficit to about VND21,000 billion (QL5 alone from Hanoi to Hai Phong lost about VND16,000 billion). This is difficult to implement in the State budget is difficult.
Thus, out of a total of 17 BOT stations have inadequate position, the Ministry of Transport has removed one station, to this one will drop another BOT La Son – Tan Loan and merge 2 BOT Hai Hai Van with Bac Hai Van. Thus, there will be 14 BOT stations can not handle, causing urgent public opinion.
