What does Da Nang report to the Prime Minister on Son Tra planning?

People’s Committee of Da Nang City has reported 3917 to the Prime Minister related to “master plan for development of Son Tra National Resort, Da Nang city to 2025, orientation to 2030”.

The report said that in 2012, the People’s Committee of Da Nang City has approved the investment policy for 25 projects, of which 18 investment projects for tourism development stay for domestic investors with a total area 1,222 ha under planning and 7 other projects (national defense, security, faith, technical infrastructure …).

Danang has officially reported to the Prime Minister on the recommendations related to the master plan development of Son Tra National Park

Report confirmed, the planning, appraisal, approval of the planning of these projects to ensure compliance with the requirements of security and defense with elevated construction projects below the sea level of 200m and no foreign investors.

Up to now, 11/18 tourism projects have issued decisions on land allocation and lease with a total area of ​​344 hectares.

Three projects have been put into operation: Intercontinental Peninsula Resort; Son Tra Resort & Spa Resort and Resort and Bai Tram Ecotourism Resort with total operating room is 253 rooms.

There is  a project being implemented but not completed construction procedures. This is Tien Sa sea eco-tourism area.

 Three projects have been implemented partially or halted and 11 projects have not yet been implemented.

Regarding the proposal of Mr. Huynh Tan Vinh – Chairman of Da Nang Tourism Association – on the proposal “to maintain the status of Son Tra”, the report said that this proposal is inappropriate.

According to the statistics of 2016, the total number of tourist accommodation establishments in Da Nang is 575 with 21,324 rooms, welcoming 2.6 million visitors (out of a total of 5.5 million visitors to Da Nang) . In order to meet the demand for 15 million visitors per year (3 times larger) by 2030, the city must have 58,000 rooms. However, Son Tra Peninsula has only 253 rooms of 3 projects in operation.

The recommendation is to plan Son Tra as a place to visit and entertain to preserve the natural landscape with strict requirements on the behavior of visitors;

To minimize the use of motor vehicles causing noise, Da Nang People’s Committee said that the planning of Son Tra National Park with many functions such as sightseeing, recreation, entertainment, accommodation, sightseeing , scientific research, nature conservation … create attractive diversity but still ensure the nature conservation if there are good solutions on planning, architecture, construction and management regulations closely . The lack of motor vehicle noise can be limited by a variety of management solutions.

Proposing to limit the implementation of projects on the coastal shelf adjacent to Son Tra Mountain (due to concerns about the risk of destroying coastal reefs, changing currents, destroying coasts, affecting the commune Danang People’s Committee acknowledged this idea. In the process of implementing the master plan for construction of Son Tra peninsula area, appropriate integrated research will be carried out.

Da Nang City said that the recommendation of Mr. Huynh Tan Vinh is not appropriate

Regarding the merger of Son Tra Nature Reserve and the surrounding sea to Nam Hai Van to form an international biosphere reserve as the Cu Lao Cham Biosphere Reserve model of Hoi An. inland and underwater ecosystems, the Danang People’s Committee said that this issue needs to be considered and researched in a scientific way. The city will coordinate with the ministries, branches, localities and scientists concerned to sum up and report to the Prime Minister.

In addition, the city also said that the implementation of the Master Plan for the development of Son Tra National Tourist Area in Da Nang City until 2025, orientation to 2030 will affect the projects in the area of ​​sale Son Tra island. “Therefore, Da Nang People’s Committee proposed the Prime Minister to allow the City People’s Committee to review and work with investors, to report to the Prime Minister before August 30, 2017.”
