On the development objectives, now the plan to adjust the construction planning of the Mekong Delta is being directed by the Ministry of Construction, so the Ministry proposed the People’s Committee of Vinh Long province to study and supplement the target to elaborate the planning’s revision: “To conform with the orientations in the project on the adjustment of the planning for construction of the Mekong river delta up to 2030 with a vision toward 2050.”
Regarding the orientation of space and technical infrastructure, the adjustment of the planning should be based on the construction planning of Vinh Long province to 2030 to clarify the development orientation of the urban system in the whole province and in each sub-region the nature, role and size of population and land as the basis for urban planning and rural planning.
At the same time, clearly explain the organization, model of development and structure of urban and rural system in conformity with economic, cultural and social characteristics; decentralization and classification of urban areas by territorial space and administration; determining the size of population and land for urban construction; Identify and clarify conservation areas and landscape protection areas in Vinh Long province on the scale and regulation of development control.

In addition, the Ministry of Construction also added strategic environmental assessment content such as forecasting, identifying environmental issues of high impact; to clarify the current state of major polluting sources, degraded areas, landscape ecological zones for each sector and economic development sector.
In addition, identify the content of environmental protection at provincial scale; predict the tendency of environmental issues as a result of the development and implementation of the master plan for the socio-economic development of Vinh Long province; proposed measures to prevent and minimize environmental problems.
