On December 12^th, the Vietnam Fatherland Front Committee of Ho Chi Minh City held a conference to review the draft of “Charging cars to the city center to limit traffic jams”.

Reported at the conference, Tien Phong Technology Company proposed to charge the car to the center of Ho Chi Minh City with 34 gateways built in the closed belt (not putting two stations in the area of Tan Son Nhat airport) to reduce the number of private cars into the inner city in peak hours. Automatic gateways are built around restricted areas on roads surrounding District 1, District 3 and adjacent District 5, District 10 such as: 3/2 Street, Le Hong Phong, Ly Thai To, Nguyen Van Cu, Vo Van Kiet, Ton Duc Thang, Nguyen Phuc Nguyen (intersect with Cach Mang Thang Tam) and Hoang Sa route along the Nhieu Loc – Thi Nghe canal.

The construction cost is about VND 1,500 billion invested by the investor in the form of BLT (build, lease and transfer) for a period of 15 years (2018 – 2034). The fee will be 40,000 – 50,000 VND / car. Investors only provide solutions; the HCM City government is the one to decide what to do with the money.

Mr. Ha Ngoc Truong, Vice Chairman of Ho Chi Minh City Bridge and Road Association noted that this project must be synchronized with the project of public passenger transport (VTHKCC) which is being deployed by the Ministry of Transportation Development & Research Institute under the project from the Department of Transportation. Mr. Truong expressed his opinion on how the fees should be publicly and transparently disclosed, clearly state the mechanism of implementation, absorbing opinions of scientists to complete the project.

At the conference, it is said that the need to adjust words such as “charge to reduce traffic congestion” instead of “being charged to get to the center”. Some commenters also suggested that the project is lack of sociological data, especially the opinion of the people; there are many issues that need to be clarified such as: How to get the city leaders to approve the project? And more important, is the city determined to implement or not?

At the conference, the majority agreed with the project to collect fees, but there are some disagreements.

Speaking at the conclusion of the meeting, Vu Thanh Luu – Vice Chairman of Vietnam Fatherland Front Committee emphasized: “The main problem is how to reduce traffic jams in the city and how to make people agree with this project”.
