On September 13, Ho Chi Minh City Inspectorate issued Inspection Decision No. 278 on comprehensive inspection of the project of residential area Phi Long 5 (lot No. 5, area 9A + B, new urban Saigon South in Binh Hung, Binh Chanh district) is invested by Vietnam Investment Joint Stock Company, now known as Vietnam Cultural Investment Consultant Joint Stock Company.

Inspection contents focus on the investment procedures and approved construction investment in the project approved 1/500 detailed plan and approved the technical design of ground leveling of the management board South Saigon. The implementation of compensation for land clearance, the procedures for land recovery and land allocation to the authorities to submit to the People’s Committee of Ho Chi Minh City land allocation decision.

The implementation of technical infrastructure, social infrastructure, housing construction, green parks … in the project. The signing of cooperation contracts to receive the capital contribution of shares of Vietnam Investment with the people in the project.

The construction items are not in line with the approval of the competent authorities, the inspection and handling of violations by the competent authorities and the compliance of the Vietnam Investment Corporation in a project.

The situation of revenue and expenditure activities and results of business activities in the process of project implementation. The performance of financial obligations to the State budget: Taxes related to projects, land use levies and other financial obligations.

The situation of granting certificates of land use right, ownership of houses and other assets attached to land to households in the project. The complaints and denunciations of the people related to the project and the settlement of complaints and denunciations and the handling of petitions and reports of the competent agencies.

Inspection period is 45 days. Period of inspection from the beginning of the project to 31/7/2016. Any cases arising before or after the inspection period related to the inspection contents, if deeming it necessary, shall still carry out the inspection so as to have the grounds for a conclusion. The inspection team was led by Mr. Nguyen Dac Trung, Deputy Head of Division 1, Ho Chi Minh City Inspectorate.

Phi Long 5 residential area was opened in 2002 with a total of over 200 houses sold to the public. Of which more than 60 households built houses to live. According to the approved design documents, the residential area of Phi Long 5 has adequate infrastructure, including green parks, commercial centers, drainage systems, electricity and water systems will be brought to each house …

However, over the past 10 years, people living in this place have to live in the lack of water, electricity, temporary sentences and no title. Citizens have repeatedly complained to investors and State agencies but so far, things have not been resolved.
