According to the HCM City Railway Management Board, by the beginning of June – 2018, the project has been executed with the total volume of the whole project reached 53%. Currently there are four main packages of the project under construction (Package 2, Package 1b, Package 1a and Package 3). However, the project has encountered some difficulties such as adjusting the project and increasing the total investment from VND17,388 billion to VND47,328 billion due to fluctuation of the price of some raw materials, fuel and increase the minimum wage prescribed for more than three years has increased the cost; increase the construction volume when adjusting the basic design; Changes in total investment conditions such as exchange rates and reserves, risks, and inflation will continue until 2019.

In addition, due to the delay in the clearance work and the technical design for Ben Thanh underground station integrated between urban railway No. 1, No.2, No 3a and No.4, Completion of the entire urban railway No. 1 Ben Thanh – Suoi Tien in 2019, put into operation in 2020. On the other hand, the value of loans borrowed from the Government of Japan to finance the project It has not been determined due to the opinion of Ministry of Finance on the re-borrowed items of the project, which differs from the guidance of Ministry of Transport (the agency assigned by the Prime Minister to provide specific guidance on the items applying the form of re-lending).

In addition, disbursement of ODA from the central budget is difficult due to the fact that the ODA budget allocated to the project does not meet the actual disbursement progress from 2016 to the present.

After the field survey, the Deputy Chairman of the Economic Committee of the National Assembly Nguyen Duc Kien said the purpose of the field survey and working with Ho Chi Minh City People’s Committee on the implementation. Therefore, in order to implement Resolution 54 of the National Assembly, all agencies of the National Assembly and the Government have the responsibility to coordinate with Ho Chi Minh City to work effectively.

The Ben Thanh – Suoi Tien metro line has a total length of 19.7 km; of which the length of the railway line is 2.6 km long, the 17.1 km long high railway line. The project consists of 11 elevated stations, three underground stations and a depot. The project goes through districts: 1, 2, 9, Binh Thanh, Thu Duc (HCMC) and Di An district, Binh Duong. The area of ​​compensation, clearance is 676,836 sqm.
