Deputy PM: Urgently evaluate the investment policy of Lien Chieu harbor

The Office of the Government has just issued a written statement on the direction of Deputy PM Trinh Dinh Dung on the investment evaluation report on the construction of Lien Chieu Harbor (Danang City).

Specifically, the Deputy Prime Minister assigned the Ministry of Planning and Investment to urgently carry out the appraisal of the capital source and ability to balance capital of the investment project to build port of Lien Chieu under the direction of the previous Prime Minister.

Danang People’s Committee shall study and receive appraisal opinions of the Ministry of Communications and Transport for finalizing the pre-feasibility study report of the project. The Ministry of Communications and Transport is assigned to review and finalize the contents of the investment project evaluation report and submit it to the Prime Minister for consideration and decision according to regulations.

Lien Chieu harbor

It is known that the project of building Lien Chieu Harbor will be invested in the form of PPP with the total investment of VND 7,378 billion.

Phase I project is divided into 2 components. In particular, component A has a cost of VND 3,426.3 billion, construction of public maritime structures (breakwaters, shipping lanes, port connections). It is expected that 80% of the budget will be mobilized from the central budget (ODA, budget capital, bonds …) and 20% from social mobilization.

Component B has a cost of VND3,951.8 billion, including works for the operation of wharves such as wharves, harbors, docks, ports, warehouses, workshops and equipment. The pre-feasibility study report was prepared by Japan Port Consultants who proposed the whole investment in the form of socialization.

As proposed by Danang People’s Committee, Lien Chieu port will be planned as an international gateway port in Central Vietnam (Category IA) with 5 functional zones. This is the second seaport in Vietnam, with the Lach Huyen port (Hai Phong city) under construction, planned as an international gateway port.

The current port of Danang consists of two major wharfs: Tien Sa wharf and Son Tra wharf (Tho Quang). Meanwhile, cargo through the port is increasing, in 2017 reached over 8 million tons, creating pressure on transport infrastructure.

Therefore, the construction of the port of Lien Chieu to expand Danang port system is very necessary, serving the economic development of Da Nang and central key economic region.
