Deputy PM Trinh Dinh Dung asked the People’s Committee of Ha Giang not to set the issue of building blocks of offices of the provincial administrative agencies in this period, and the province needs to review to make repairs. Create and upgrade existing working offices.
The Office of the Government has just written in the opinion of Deputy PM Trinh Dinh Dung on the investment project of the administrative complex of the administrative offices of Ha Giang province.
According to the Office of the Government, many ministries and sectors have made comments such as Ministry of Finance, Ministry of Planning and Investment, Ministry of Construction and the Ministry of Natural Resources and Environment.
Deputy PM Trinh Dinh Dung asked the People’s Committee of Ha Giang province to receive the opinions of the ministries, which should not place the issue of building blocks of offices of the provincial administration.
Deputy PM also asked Ha Giang province to further promote the renovation and reorganization of the political system in a streamlined, effective and efficient manner according to Resolution 18 of Central Executive Committee.
“On that basis, the People’s Committee of Ha Giang province shall review to make repairs, renovations and upgrades of current working offices of administrative agencies to meet the needs and working conditions,” deputy prime minister General Trinh Dinh Dung directed.
Previously, Ha Giang People’s Committee has submitted to the Prime Minister proposed to continue to implement investment procedures and start the project of the working block of administrative offices of Ha Giang province.
Ha Giang proposed to implement the project in the form of investment construction, transfer and lease services (contract BLT). Investment capital is arranged as capital construction capital of the province at about VND25 billion per year in 11 years, equivalent to VND 275 billion. In addition, other sources are the proceeds from the auction of land use rights in the old offices, the regular expenditure of the units. The province also proposed that the Government consider providing partial support.
According to the calculations, the total amount of Ha Giang province paid to investors under BTL contracts is over 1.021 billion, of which investment costs VND565.4 billion, interests over VND127 billion, office rental costs 9 year about VND328.7 billion. Both the original and the interest of the project is 11 years, the period of turnover, capital recovery about 9 years.
According to estimates by the Ha Giang provincial government, the original and project payback period is 11 years. The period has revenue, capital recovery about 9 years.
The province also offers incentives for investors such as not paying land use fees, tax exemption for the first 4 years, 50% reduction of corporate income tax for the next 7 years.
Explaining the need to build new headquarters, leaders of Ha Giang province said that the old administration was invested from 1990-1991 and scattered across the three wards with a total area of more than 30ha mixed with schools, residential areas, hospitals, wasteful urban land use.
The works are gradually degraded, need huge capital to repair and renovation. Moreover, according to the provincial leaders, the works are far from each other so they do not create conditions for people and businesses to work and make land use ineffective.
