Deputy Prime Minister Trinh Dinh Dung has asked the Ministry of Transport to expedite the preparation of the pre-feasibility study report of the North-South high speed rail project for submission to the National Assembly.

Accordingly, Deputy PM Trinh Dinh Dung also asked the Ministry of Transport to carry out procedures, appraisal, verification and funding related to the project in accordance with the law. Under the direction of the Prime Minister in Document No. 2155 / VPCP-CN dated March 8, 2015 of the Office of the Government.

In addition, the Deputy Prime Minister also requested the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Natural Resources and Environment and other relevant agencies to base their functions, duties and powers in accordance with the regulations. To closely coordinate with the Ministry of Communications and Transport in speeding up the elaboration, evaluation and submission to competent agencies of the pre-feasibility study report of the project.

It is known that in the proposal submitted to the Prime Minister in early January, 1818, the Ministry of Transport has developed a new roadmap for researching and finalizing the pre-feasibility study report on the project of high- Male.

Specifically, the Ministry of Transport will carry out specialized reports on the need for investment; technology selection, speed and technical standards; plan of running the train; Total investment, plan to raise capital to complete the Feasibility Study Report between January 2018 – October 2018.

If these items are in line with the plan, the Ministry of Transport will report to competent authorities (the Prime Minister, the State Appraisal Council, the Politburo and the Party Central Committee). Studying and perfecting the investment policy from November 2015 to April 2016.

The roadmap will be considered as the starting point for the construction of the high-speed railway along Vietnam, which will be completed after the Government considers and submits to the National Assembly for investment in the project at its monthly meeting on May 2019.

Prior to that, the Prime Minister approved the adjustment of the Railway Transport Development Strategy to 2020 with a vision to 2050 (Decision No. 214 / QD-TTg dated 10 February 2015). The master plan on development of Vietnam’s railways transport till 2020 with a vision to 2030 (Decision 1468 / QĐ-TTg dated August 24, 2015).

Accordingly, it is planned to develop the high-speed railway on the North-South axis with the following stages:

By 2020, to study the plan for the construction of a new high-speed rail line, a 1,435 mm double track, and electrification on the north-south axis, which shall prepare necessary conditions for step by step prior construction. The sections with great transportation needs, especially those linked to Ha Noi and Ho Chi Minh City, such as Hanoi – Vinh, Ho Chi Minh City – Nha Trang.

In the period from 2020 to 2030, to build a new high-speed railway (with an initial speed of 160 km / h to under 200 km / h), a double-track of 1,435 mm, electricity The route infrastructure can meet the high speed of 350 km / h in the future. Prior to the construction of high-demand routes on the north-south axis, it is necessary to build up the capacity of mobilizing capital.

Vision to 2050, strive to complete the 1,435mm high-speed double rail line on the North-South axis; After 2050, the organization will deploy the speed of 350 km / h.

The project to prepare, invest in building and finalizing the Pre-Feasibility Study Report on the North-South High Speed ​​Railways approved by the Ministry of Transport at the end of 2016, with the total investment capital of VND 14.7 billion. The objective is to gather and review previous research results to develop a new high-speed railway construction project on the North-South axis.

In May 2010, the Government submitted to the National Assembly for approval the investment plan of the Hanoi-Ho Chi Minh City high speed railway project with a total investment of $ 56 billion. However, at that time, the National Assembly required further study to confirm the effectiveness and feasibility of the project.
