(+84) 898 898 688As VietnamFinance has informed, the Ministry of Industry and Trade recently reported to the Prime Minister to consider and decide the swap 486sqm of Vinataba floor at 25A Ly Thuong Kiet, Hoan Kiem District, Hanoi to 813sqm floor 10 of Vinapaco at 25 Ly Thuong Kiet Street (39 Ngo Quyen Street), Hoan Kiem District.
It is known that the premises at 25A Ly Thuong Kiet (land area 811.6m2) under the management and use of Vinataba and Vinapaco. In particular, the area that Vinataba management, use is 115sqm of land and 486 sqmof floor; The area is managed by Vinapaco, using 696.6 sqm of land and 954 sqm of floor space.
The land and house at 25A Ly Thuong Kiet Street is currently being signed by Vinapaco with the Hanoi Department of Natural Resources and Environment. The lease term is 50 years from December 31, 2004. The land rent is paid annually. As a result, up to the present time, the land and buildings have been rented for about 37 years.
After the Ministry of Industry and Trade reported to the Prime Minister, the Office of the Government sent an official letter to relevant ministries and branches asking for opinions on the relocation of the above office.
In response to the Office of the Government, on 18 April, the Ministry of Finance has written in reply to the proposal of swapping headquarters between Vinataba and Vinapaco.

Specifically, the provisions of Decree 167, the Ministry of Finance said that in fact the swap work area between the state-owned enterprises holding more than 50% of charter capital is the sale of assets on land associated with the right to use land in the form of semi-designation and decided by the Prime Minister according to the competence stipulated in Point b, Article 11 of Decree 167/2010.
“To unify the management, use of land and accelerate the equitization process, proposal of swap area of 486m2 floor of Vinataba is managed, used at 25A Ly Thuong Kiet to 825 sqm of 8 floor area. The building of Hong Ha Center managed by Vinapaco at 25 Ly Thuong Kiet Street (39 Ngo Quyen Street) is proposed as the Ministry of Industry and Trade in Official Letter No. 1628 dated March 2, .
Therefore, the ministry said that the Government Office could report to the Prime Minister to consider and decide according to its competence the swap in the form of assignment of working area between Vinapaco and Vinataba at 25A Ly Thuong Kiet and 25 Ly Thuong Kiet Kiet (39 Ngo Quyen) in accordance with the Decree 167. These two corporations pay land rent in accordance with the provisions of the land law.
In addition, the Ministry of Finance also announced that the entire premises, land at 25 Ly Thuong Kiet (39 Ngo Quyen) is currently owned by Hong Ha Stationery Joint Stock Company on the land use right certificate. Of which, Vinapaco managed, using the single side of Ngo Quyen road (area of 1.405.9sqm) and Hong Ha Company managed, using the same corner of Ly Thuong Kiet – Ngo Quyen street (area of 1.768sqm ).
Therefore, the Ministry of Finance requested the Office of the Government to report to the Prime Minister on the allocation of land use rights at 25 Ly Thuong Kiet (39 Ngo Quyen) to the Prime Minister of Hanoi for Vinapaco and Hong Ha Company. To uniformly manage, use and fulfill financial obligations to the State according to the provisions of law.
