In implementing this Directive, the Ministry of Natural Resources and Environment (MONRE) has coordinated with the concerned parties to develop a special control scheme for potential establishments that are likely to cause high environmental pollution. The goal is to control the environmental pollution, not to be passive as in 2016.
To date, Ministry of Natural Resources and Environment has developed a set of criteria to select types of production put under special control.
“In the project, we have selected 6 types of high-risk groups such as iron and steel, cement, thermal power, multi-metal mining …”, said Mr.Thuc.
Mr. Thuc said that the criteria for selecting these types of projects include large-scale, broad-scale projects that are located near residential areas and take into account factors of production technology. “We also have a set of criteria for reviewing projects that are being prepared for licensing, with the goal of ensuring early prevention.”
“Based on reviews, we plan to put 28 sites under special control, including Formosa, some projects in the Central Highlands and Nui Phao project. “If we do not control it, then there is the risk of causing pollution on a large scale, affecting people,” Thuc said.
According to Thuc, the scheme has high levels of control. For these facilities, the Ministry of Natural Resources and Environment will coordinate with the parties to have strict control mechanisms as with Formosa today.
However, Mr. Thuc also said that if a project under special control but after several years has done well, has invested in modern equipment, emission standards will be removed from the list. . In contrast to the facilities under investigation, the Department will add to the special control.
“Some of our establishments are under the control, and we have exchanged with 300 provinces and directories, which are mainly inspected by the provinces,” Mr.Thuc said.
