Accordingly, the time of construction permit will be reduced to 42 days instead of 122 days as before (reduced 80 days of procedures).
This process is carried out at the same time 3 sets of procedures are basic design appraisal, technical design examination and construction permit. The procedure requires that the application for a construction permit must have in the form of a 1/500, instead of an urban design.
Currently, the Department of Construction is reviewing the work required to officially launch from August 1 to December 20, 2017. After that, the review and adjustment will be carried out to make it more suitable and effective in the construction permit granting to the people and enterprises. At the end of the pilot, this work will be widely deployed in the city in all agencies competent to license construction.
The administrative procedures for building permits will be improved by 1 August
According to the report of the Department of Construction, in the first 6 months of 2017, over 22,000 construction permits were granted with a total floor area of nearly VND 7.8 million sqm. In particular, this unit issued 126 construction permits, an increase of 26 permits with more than VND 3 million sqm of construction floor; At the same time, 74 notice of basic design appraisal results with the total floor area of nearly 386,000 sqm and issue 111 guide documents.

In addition to the time of the construction permit reduced to 42 days from 1/8, the city has also requested the Department of Construction to determine the list of investment projects on building commercial houses not allowing organizations and individuals foreigners who are entitled to own the project housing and published it on the Portal.
According to Office of Ho Chi Minh City People’s Committee, in order to rectify the delays in solving the dossiers of granting certificates to foreign organizations and individuals buying houses in their localities, the city has asked the Department of Construction to identify the list Investment projects on building commercial houses not allowing foreign organizations and individuals to own houses in the project and publicly available on the Portal of the Department.
As a basis for individuals and organizations to know, creating a legal basis for the Department of Natural Resources and Environment to issue certificates of land use rights, ownership of houses and other assets attached to land for organizations, foreigners buying houses in the city.
