The Government Inspectorate has just issued a conclusion on inspecting the observance of policies and laws in inspecting and fighting losses of the State budget to the Ministry of Finance, the General Department of Taxation and the Hanoi Taxation Department.

In this conclusion, the Government Inspectorate stated that the People’s Committee of Hanoi had committed violations in the construction and management of land leading to many land use investors of the State for a long time without paying land use fees. . By the end of 2014, the unpaid amount was more than VND7.166 trillion.

In particular, the inspection concludes that the Dai Thanh mixed-use project (Dai Thanh project) is up to the time of project inspection having not yet been approved by the competent authorities and the land use purpose is the production of bricks and tiles.

The parties involved in the project have been illegally transferred. Investors have not yet paid land use fees to the state, but have started construction since March 2012, during the construction process has many violations.

During the implementation of the project, the investor has not yet fulfilled its financial obligations to the State, showing signs of loss of state budget funds.

The inspection concludes that Dai Thanh mixed-use project has a serious sign of serious violation of state management agency under the People’s Committee of Hanoi. The parties have seriously violated the regulations of the State (Law on Investment, Law on Construction, Land Law, Housing Law and Law on Real Estate Business).

From these violations, the Government Inspectorate has proposed to transfer the case file to the Police for investigation.

Dai Thanh project is a joint venture between Muong Thanh Group and Hai Phat Investment Joint Stock Company, located in Ta Thanh Oai commune, Thanh Tri district, Hanoi. As one of the famous low-cost housing projects in Hanoi, Dai Thanh Apartment is also famous for its numerous construction mistakes.

For example, CT8 and CT10 have been approved to build 29 storeys, actually built up to 31 storeys, and at the same time to change the purpose of use from services, commerce and public into apartments. For low-rise area, planning 555 with 3.5 floors height, actually built to 4.5 floors.
