The leader of Ha Noi said that, for many years, the city always give the plan to Department of Natural Resources and Environment to inspect the executing land laws of many organizations using land on this area and inspect, check for those breaking the laws.
In 2016, Department of Natural Resources and Environment conducted 37 groups of inspectors, checkers in the field of land, set up files to submit to People Committee of the city to promulgate 2 withdrawing decisions with the total area of 657,9 sqm.
Except from the first 6 months in 2017, this department conducted 13 groups of inspectors, checkers in the field of land, set up files to submit to People Committee of the city to promulgate 2 withdrawing decisions with the total area of 100.944 sqm.
Now, they continue setting up files to submit to the city in order to withdraw 3 projects with the area of 48.454 sqm. Besides, they also recommend extending the time of letting land comes into use in 24 months for 14 projects.
Relevant to this problem, in the last June, on the day of contacting voters before the meeting of People Council of Ha Noi City, voter asked the question about the situation of many realty asset projects, housing projects which was approved before merging in the area of any district outside the city after 10 years still uncultured that make it be wasted, make residents be pressing. According to Chairmen of People Committee of Ha Noi City, Mr. Nguyen Duc Chung, with project belonging to the area in Me Linh district and district outside the city, in 2016 and the first 5 months of 2017, he himself conducted many meeting with relevant offices.

According to Mr. Chung, the reason makes these projects get slowly are many, including there is investor hasn’t paid the financial obligation of land, there is the problem about approving the plan. Evenly there are projects whose investors “run away” and don’t conduct the projects.
In reality, in the area of Ha Noi, in nearly 10 years, there are many projects uncultured. For example, in the area of Me Linh district, after the time of merging till now, there are 47 projects to build urban area, housing with the total area of 1.743 ha, including there are 14 projects that completed the GPMB working, 18 projects that are working on the GPMB, 24 projects that are building the infrastructures or architectures.
Many experts also give the question, the best solution for countries to use with the project which is slowly invested or don’t want to invest but the transfer is to use the solution of paying tax. Each year they don’t use the land, the tax will be double higher, triple higher, if investors don’t want to pay, they will figure the way to solve this situation.
