Hanoi: Dealing With The State Of 28ha OF Gold Land “Overlay” For Many Years

With 28ha of gold land in Cau Giay new urban area causing budget loss and the waste of infrastructure, the Hanoi Planning and Investment Department has asked the city’s People’s Committee to request the enterprises to submit their project progress in 2017.

Ha Noi Nguyen Duc Chung in the notice No. 895, on the review of 23 enterprises on the list of land allocated to build headquarters in Cau Giay new urban area, in August/2017, Hanoi Department of Planning and Investment worked with Units are planned to allocate land for construction of headquarters.

At the end of the deadline, only 21 out of 23 units have been allocated land with their financial capacity and plans for implementing the project on the allocated land.

As a result of this review, only one plot of land has been built in accordance with the approved master plan, which is the headquarters of the General Department of Customs (Lot 21 – E3). There are two units under construction such as Vietnam National Cement Corporation and Vietnam National Coal and Mineral Industries Group.

There are 9 units fully committed to the requirements of the city and there is still a need to implement the project in the period 2018 – 2022, including: Hanel JSC, Hung Hai Thang Long Investment Construction JSC, General Infrastructure Development and Construction Company (Licogi), Vietnam Dairy Products Joint Stock Company (Vinamilk), Vietnam Post Corporation, Truong Son Construction Corporation, Agribank. No specific time as Vietnam Aviation Investment Joint Stock Company and Electricity of Vietnam.

There are 8 units proposed to continue implementing the project, but lack of commitment, or no financial report, including many big names such as General Engineering Construction (Coma), Ha Telecommunication Ministry of Construction, Vietnam General Machine Corporation (Lilama), General Corporation of Trading and Construction (Vitrancimex) …

There are 2 units that do not report are SBIC – CFTD Co., Ltd and Hop Nhat Agricultural Service Cooperative. Specifically, for plot 24 – E3 has no address of operation, recommending the People’s Committee of Cau Giay district to check the status of operation of the cooperative Hop Nhat to have a plan for further processing.

With 18 units not yet constructed according to the ratified plan, the city is required to assign investors to study and compile dossiers according to the approved plan and submit to the People’s Committee for consideration the investment policy in 2017. Regarding the development of a project recovery plan and the repayment of deposits for projects that are no longer feasible, the LUR debtor selects the investor who has the need and capability to implement it. stated in Notice 895, representatives of Hanoi Department of Finance said that the plan to recover the project is not difficult. However, the options are only considered when the companies on the list of land allocation respond clearly to the Department of Planning and Investment not to proceed with the project.
