HCMC: To Promote The Development Of Social Housing

The HCMC People’s Committee has directed the functional departments and the People’s Committees of the districts to implement the Directive 03 / CT-TTG dated January 25, 2017 issued by the Prime Minister on the promotion of the social housing development program.

Accordingly, the assignment of the Department of Construction is to advise the City People’s Committee on the plan for development and management of social housing in the area of Ho Chi Minh City in the 2016-2020 period and in 2017.

The Department of Construction will coordinate with relevant units to advise the City People’s Committee on mechanisms, policies and solutions to promote social housing development projects in the City, optimize the investment capital in order to reduce the selling or rental prices, forward administrative reforms related to investment procedures, and create favorable conditions for enterprises and people to actively invest in the construction and development of social houses. Moreover, They need to coordinate with The Ministry of Labour, Invalids and Social Affairs.

The Department of Planning and Investment will implement the housing support program for people who deserved well of revolutions in accordance with Decision 22/2013 / QD-TTG and the housing support program for poor and poverty threshold households under Decision 33 / 2015 / QD-TTg issued by the Prime Minister.

HCMC promotes housing development chapters

The Department of Planning and Architecture will coordinate with the People’s Committees of the districts to carry out a land fund review, or adjust the subdivision plan 1/2000 to determine the location and area of the expected areas for social housing investment in order to ensure synchronous technical and social infrastructure as prescribed. Then they are supposed to submit to the People’s Committee in the third quarter of 2017.

The Department of Natural Resources and Environment has coordinated with relevant departments and agencies to advise the City People’s Committee on expeditious settlement of problems related to compensation, ground clearance, land allocation and issuance of land use right certificates for social housing projects.

The City Development Research Institute has coordinated with the General Statistics Office of Vietnam and related units to conduct periodic surveys on people’s housing needs in each five-year period.

At the same time, the State Bank of Vietnam located in HCMC will advise and recommend the State Bank of Vietnam for the completing of the policy mechanism on credit related to social housing, capital support for Vietnam Bank for Social Policies, housing savings banks, and credit union.

In addition, the Vietnam Bank for Social Policies (HCMC Branch) in collaboration with the State Bank of Vietnam (HCMC Branch) have proposed the State Bank of Vietnam (SBV) to implement financing plan of offsetting the difference in interest rates for banks from the state budget so as to offer preferential loans for social housing under the Government’s Decree 100/2015 / ND-CP dated October 20, 2015 on the development and management of social housing.
