Ho Chi Minh City People’s Committee has held a conference to announce the resolution 80/2018 of the Government on the adjustment of land use planning up to 2020 and the plan for land use in the last period (2016 – 2020). Accordingly, the area of ​​land transferred from agricultural to non-agricultural land of the city for 10 years (2011-2020) is approved by the Government is 29,367 ha. From 2011 to 2015, the city has converted 3,121 ha; 2016 converted 498 hectares. As a result, 2017 hectares are planned to be converted into 11,743 ha in 2017 and 2,771 ha in 2019 and 2,076 ha in 2020.

However, a head of the Ho Chi Minh City Department of Natural Resources and Environment confirmed that the land area changed in 2017 and 7 months in 2018 is still in the plan, not yet implemented. Thus, in just over two years from now until 2020, the city has to convert nearly 26,000 hectares of land. “The time is too little, there will be a great pressure of Ho Chi Minh City,” said a leader of the Department of Natural Resources and Environment.

Speaking at the meeting, Mr. Nguyen Thanh Phong, Chairman of Ho Chi Minh City People’s Committee requested to publicize the land use plan each year and specific projects and land use norms up to 2020 for districts to People know and monitor.

Land use projects and compensation projects must publicly announce compensation and resettlement plans at commune-level People’s Committees and places for living of apartment buildings. When deploying localities, it is necessary to create favorable conditions for investors to implement the projects, ensure the interests of land owners and assist the management agencies in monitoring the progress, detecting and preventing in time errors in illegal use of land because “there has been a change in the purpose of using land illegally, using the land for the wrong purposes.”

“When you transfer the project, you transfer the other person to another person to eat the price difference. I think investors do not take advantage of the state’s land policy to eat the price difference. That is not the way of eating a genuine business, “said Phong.

In more than 26,000 hectares of farmland approved for conversion to non-agriculture, the chairman of the HCM City People’s Committee said that the Department of Natural Resources and Environment announced 3,444 projects. However, for overdue projects that have not yet been implemented, they must be reviewed for immediate recovery.
