Ho Chi Minh City authorizes the Department of Finance to decide the transfer of materials between the Department of Transport and the People’s Committee of districts and between the People’s Committees of districts.

HCMC People’s Committee has issued regulations on management and processing of recovered materials from roads, inland waterways and green park infrastructure managed by Ho Chi Minh City.

Accordingly, the chairman of the HCM City People’s Committee authorized the director of the Department of Finance to decide the transfer of materials between the Department of Transport and the District People’s Committee and the People’s Committee of the district.

The Director of the Department of Transportation and the Chairman of the District People’s Committee are authorized to decide on the liquidation and transfer of recovered materials among the units under their management. To decide on the reserve price for auction or sale of designated materials with a value of under 50 million VND.

After dismantling, materials must be recorded in the inventory and evaluated for recovered materials. After that, the units assigned to manage must make vouchers and keep track of details of importing and exporting materials. When entering the warehouse, it must be classified so as not to affect the quality of materials and easy to inventory. Every six months, inventory and assessment of the use of recovered materials must be conducted.

The recovered materials shall be re-used for works which must be included in the settlements of such works and the notes on the use of recovered materials. Disposal of damaged items can not be used.

Within 30 days after the transfer decision is issued by a competent agency, the unit having recovered materials shall coordinate with the place of receipt of recovered supplies for handover.

If the liquidation of the recovered material must be set up by the valuation council and the board of auction of recovered materials, at least three persons.
