On September 11th, the People’s Committee of Ho Chi Minh City issued the document 5657/UBND-ĐT on minimum floor area for apartments. This is a document issued after reviewing the Housing Law No. 65/2014/QH13, Decree No. 100/2015/ND-CP dated 20 October 2015 of the Government on the development and management of social housing, Circular No. 20/2016/TT-BXD dated 30/6/2016 of the Ministry of Construction guiding the implementation of a number of contents of Decree No. 100/2015/ND-CP.
The document specifying the area standard for each type of commercial house selected by the project investor, but must be compatible with the detailed construction planning, standards, construction standards and architecture of dwelling houses and the contents of the decision on investment policy of the project by the competent State.
For apartments, it must be designed, built in the style of enclosed apartments, have the floor area in accordance with construction standards. Accordingly, the minimum area of an apartment in the apartment building is 30sqm for social housing; 45sqm for commercial home.
Where social houses are condominiums, apartments must be designed and built in a closed style, ensuring construction standards and standards, each apartment must have at least 25sqm of floor space and maximum of 70sqm, the floor must be in line with the construction planning approved by the competent State body.

The ministry said the 2005 Construction Law states that condominiums must be closed, with an area of each floor not less than 45 square meters.
However, at present, many localities and enterprises have sent documents to the Ministry of Construction, asking for permission to invest in commercial houses with an area of 30-40sqm.
The ministry acknowledged that the demand for smaller units (less than 45 square meters) was huge. This type of home is aimed at low-income, single, young households with 2-3 members in large cities and industrial development areas. Some works have also been invested.
As amended in 2014, the Housing Act has set aside a minimum floor area of 45 square meters for commercial condominiums. Condominiums must be designed, built in a closed style, have a floor area in accordance with standards, construction standards.
