The Ministry of Natural Resources and Environment has just announced the violations in the field of land of 27 enterprises in the area of Ho Chi Minh City.

District 2 Public Utilities Limited Company – Residential Area, Thanh My Loi Ward, District 2: Progress of project implementation is slow. Some works have not been built according to planning. The company has no minutes handover land for construction of public works for the State management.

East Saigon Logistics Joint Stock Company – Residential Area in Thanh My Loi Ward, District 2: Progress of project implementation is slow; 7 apartments have been built and transferred to households for use; the remaining lots are not yet constructed; Park green trees are not built. The financial obligations for land use fees have not been settled as prescribed.

Eden Corporation – Binh Duong Dong – Cat Lai Residential Area (District 2): The allocation of land to the transferee households has no handover minutes; 46 plots of land have not yet been allocated land, not issued certificates of land use rights to the people. Project progress is slow due to lack of transport infrastructure. 56 households have been transferred and handed over the land since 2007 but have not built houses yet. There has been no record of land allocation for construction of public works for the State.

Tien Phat Real Estate Investment JSC – Apartment in Thao Dien Ward, District 2: Progress of project implementation is slower than the regulated time of 33 months. The two main buildings have been built rough and finished; Construction of auxiliary works such as wastewater treatment plant, greenery, yard, internal traffic.

Saigon Real Estate Corporation – a Residential area in Ward 14, Go Vap District: Construction progress of housing projects is slower than the regulated time of five years. Up to now, the new construction of apartment block Lot 3 and 1 (not completed). The remaining area consists of 4 apartment blocks and park greenery land, unused vacant infrastructure.

Traffic Construction and Operation Investment Joint Stock Company 584 – Residential area, high-rise apartment building in Ward 6, Go Vap district: Delayed implementation of the 52-month project. The work has stopped construction, at present, there is no mechanical construction equipment at the project. The Company has not yet paid the land use fee.

Duc Khai Joint Stock Company – Resettlement area in Phu My Ward, District 7: The company has not handed green parks and public works such as roads, technical infrastructure works for functional branches managed according to regulations; There is no record of land handover at real land.

Phat Dat Real Estate Development Joint Stock Company – Apartment Building at Phu Thuan Ward, District 7: Progress of project implementation slowly from the date of land allocation; The company has not yet paid land use fees in accordance with regulations; There is no record of land handover at real land.

Dien Phuc Thanh Co., Ltd – a Residential area in Long Truong ward, District 9: The company has not yet paid the land use fee according to regulations.

District 8 Public Service Company Limited – Truong Dinh Hoi 2 Resettlement Area and Truong Dinh Hoi 3 Residential Area, Ward 16, District 8: The Company has not paid land use fee at Truong Dinh Hoi 2 Residential Area; Not yet granted a land use right certificate; No construction permit has been issued because it has not yet fulfilled its financial obligations and has not yet been granted a land use right certificate. Truong Dinh Hoi 3 residential project has been delayed 46 months. For the construction area under the approved planning is 10,397 m2 has been granted a land use right certificate and paid 11,850 sqm, an increase of 1,453 sqm; There is no record of land handover at real land.

Tan Nha Vinh Co., Ltd – Tan Nha Vinh Residential Area, Thoi An Ward, District 12: Progress of project implementation is slow, 15 months ahead of schedule. Public works (kindergartens, green parks, physical training and sports facilities and technical infrastructure) have not been built; The company has not yet paid the land use fee and has not yet received the land use right certificate.

Vinh Dung Trade Construction Co., Ltd – Business residential construction project in Phu Huu Ward, District 9: The company has not been granted the land use right certificate for the project and there is no record of land handover at real land.

Ngan Thanh Limited Liability Company – Project on building residential area in Long Binh Ward, District 9: The company was allocated land in 2011 but delayed to implement the project; Up to now, only leveling, all the works under the planning has not been built.

Housing Development Fund – Low Income Housing Project in Hiep Thanh Ward, District 12: Progress of project implementation is slow, land has been allocated since 2006 but the only infrastructure has been built up to date.

An Tien Company Limited – Residential area in Phuoc Kien commune, Nha Be district: Public works, commercial buildings have not been built in accordance with approved planning.

Sai Gon Garment Export Company Limited – Production and trading project in Tan Hanh Tay commune, Cu Chi district: The company has a contract to transfer the property to an area of 31,953 sqm for Hiep Luc Private Enterprise, Actually transferring assets attached to land (in cases where the State leases land, collect annual land rents), While not completing the construction work in accordance with the detailed construction planning approved by the competent State body. Hiep Luc Private Enterprise has not been granted the right to authorize the transfer and use of land.

Cu Chi Golf Course Limited Company – Golf course project, Tan Thong Hoi commune, Cu Chi district: The sample villa has been built 1/100 (put into use), the remaining 99 villas and 80 vacation homes have not been built yet. Currently, the project is ceasing construction. The company has not declared and paid non-agricultural land use tax since 2012 to date.

Hong Duc General Hospital Co., Ltd – Hong Duc 2 Hospital in An Phu Dong Ward, District 12: The land has been allocated since 2005, but so far the new project has been implemented to build the main part of the hospital, not to build the infrastructure and other items as planned.

Thanh Nhut Construction Trade Co., Ltd – a Residential area in Phuoc Kien commune, Nha Be district: The company has not been approved by the investment approval authority; do not specify the duration and investment progress of the project; 112 plots of land have not yet been issued with a land use right certificate.

Phuc Yen Real Estate Joint Stock Company – Phuc Yen Office, Trade, Apartment Building and Sports Complex: Block A changed its function, but has not yet paid additional land use fee; Block B has 8/350 apartments and the whole block A (252 apartments) has not been issued with the certificate.

Viet Lien A – Phu Hung Gia Investment Joint Stock Company – Saigon Airport Plaza complex in Ward 2, Tan Binh District: The company has not handed over the traffic system, yard, green trees for People’s Committee of Tan Binh district and specialized management agencies according to regulations.

Van Phat Hung Joint Stock Company – Residential area of Phu Thuan ward (Lacasa) in District 7: Apartment blocks 1A and 1B (352 apartments) transferred apartments and handed over to households for use but have not been accepted for infrastructure and have not yet issued certificates of land use right, ownership of houses and other assets to households; there is no record of land handover at real land.

Tan Lap Son Co., Ltd – a Residential area in Binh Tri Dong B Ward, Binh Tan District: Infrastructure is not complete but the company has transferred the villas have no villas under construction in accordance with the design and planning. The company does not build public works (schools, nursery-kindergarten, park green) but for Tien Thang construction limited company hired as a training center for driving tests, not in accordance with the law.

District 1 Public Utilities Limited Company – the Residential area in Binh Trung Dong Ward, District 2: Infrastructure has not been completed, housing not yet constructed, local infrastructure has not been handed over.
