In the afternoon of June 2, HCM City Real Estate Association (HoREA) has submitted to the Prime Minister the implementation of urban embellishment. The focus is on the relocation of houses and canals, rebuild old damaged apartment in the area.

According to HoREA, the city now has about 474 older buildings that need to be inspected, most of which were built in the mid-1960s. There are 106 apartment buildings, including severely degraded housing including 727 Tran Hung Dao apartment building, District 5, Co Giang apartment building, district 1, apartment block 4, Lot 6 Thanh Da, Binh Thanh District …

As planned, the city will move, dismantle about 70 old apartment with more than 7249 households are living and repairing three blocks of old apartment with a scale of 10,000 m2 floor. At the same time, construction will start to replace 61 old apartment blocks with the scale of about 9,870 apartments, equivalent to 901,696 m2 floor.

Besides the heavily degraded condominiums, the city still has about 22,000 sloppy houses on the canal and heavily polluted canals. In particular, District 8 occupies the largest share, with 9,503 units. Only the Doi canal is 5,300 with 32,000 inhabitants. In Xuyen Tam canal – Lang canal, Van Thanh canal, Bui Huu Nghia canal in Binh Thanh district has about 2,500 houses.

However, HoREA said that the progress of the construction of old apartment buildings damaged as well as the clearance of houses and canals is still very slow, not meet the requirements of urban renovation of the city. city. At the same time, there is no urgent need of people living in these apartments.

According to HoREA, due to the lack of appropriate mechanisms and policies, businesses and investors are not yet interested in participating. Even in the mechanism of selecting investors under the current regulations, there are also many inadequacies, which are time-consuming and unreasonable. Accordingly, the investor must first choose the project of rebuilding the apartment through the congress. If the owner of the apartment can not select the investor, then the new state. However, this only applies to the case of apartment for demolition, rebuilding.

Another disadvantage was also mentioned by Le Hoang Chau, Chairman of HoREA Association that planning criteria applied to rebuild the old apartment, damaged not yet conditions for investors to recover capital.

Therefore, to speed up the rebuilding of old and damaged apartment buildings; On the canal side of the canal, HoREA recommends the implementation of investment projects in the form of public-private partnership (PPP) contracts. Or the form of the transfer contract (BT).

At the same time HoREA also proposed to the Prime Minister, the Ministry of Construction authorized the People’s Committee of Ho Chi Minh City to consider approving all the housing projects in the area, regardless of the scale, to reduce the procedures time, and cost savings.
