Ho Chi Minh City withdraws the SEA Games 31

According to HCM City People’s Committee Chairman Nguyen Thanh Phong, due to the inability to invest in projects that were not completed at the 31st SEA Games, Ho Chi Minh City has withdrawn, not hosted.

Mr. Phong added that the policy of hosting the SEA Games 31 in Ho Chi Minh City was agreed by the Standing Committee of Ho Chi Minh City Party Committee. In addition, the proposal for the organization of the SEA Games 31 was also received by the ministries, with the approval of the Ministry of Culture, Sports and Tourism.

Based on that, the People’s Committee of Ho Chi Minh City to develop the project, submit to the Prime Minister on the organization of SEA Games 31.

However, existing facilities in Ho Chi Minh City such as Phan Dinh Phung Sports Center, Phu Tho Sports Stadium did not meet the requirements; Especially, Rach Khiec National Sports Complex is still located on “paper”.

According to Nguyen Thanh Phong, Ho Chi Minh City can arrange to call for socialization of investment in the above works, but the problem is to follow the procedure, must be conducted in accordance with the law. Therefore, by 2021, the works can hardly be completed, serving SEA Games.

It is known that Rachach Chess Sports Complex has been investing since 1994. The City People’s Committee decided to build the project on an area of ​​212 hectares. Of which, 180 hectares will be invested in infrastructure, technical equipment. The remainder will be reserved for private firms bidding to invest in a complex within the complex’s premises.

The city is expected to finish the first quarter 2018 will go into the project construction above. According to the master plan, this super-project of the Olympic standard sports such as 50,000-seat stadium, football and athletics competition, synthetic sports hall, swimming pool … can organize major international tournaments. In addition, there is a theme park that serves the needs of the people.

According to the Department of Planning and Investment of Ho Chi Minh City, the total investment capital of the Rach Chiec National Sports Complex is about 34,000 billion dong. HCM City People’s Committee will carry out ground clearance compensation from 2017-2020 with the total cost of nearly VND 7,000 billion for investors to implement the project.

Information from Ho Chi Minh City People’s Committee also said that in August last year, HCM City Chairman Nguyen Thanh Phong had a meeting with Bouygues Batiment International to discuss the project of 50,000 seats in the Lien Sports Sports Rach Chiec. This is an important project in the project to host the 31st Southeast Asian Games (SEA Games 31) of Ho Chi Minh City.

HCMC People’s Committee also instructed the Department of Culture and Sports to coordinate with the Department of Planning – Architecture and Sports Center Rach Chiec working with Nikken Sekkei Ltd company to exchange the content is still entangled. Arrange for rapid implementation of the zoning plan 1/2000 scale of Rach Chiec Sports Complex. However, to date the progress of project implementation is still quite slow.

Meanwhile, in 2010, the Prime Minister approved the project to build Phan Dinh Phung Sports Center (No. 8 Vo Van Tan, District 3). This is one of the sports projects that Ho Chi Minh City investment to serve SEA Games 31 in 2021.

Total investment estimated at that time was about VND988 billion. By 2013, the City People’s Committee selected the project architecture design, the total investment of the project to nearly VND1.353 billion. Observation, so far the construction progress of the project was not achieved as committed due to the investment derived from the contractor.
