In order to speed up the construction of Ha Noi National University, the Prime Minister agreed to transfer the Ha Noi National University ‘s construction project in Hoa Lac to Ha Noi National University and assign the Ministry of Construction to assume the prime responsibility and coordinate with Ha Noi National University to finalize the hand-over procedures The status quo shall be submitted to competent authorities for decision according to regulations. After completing the transfer, Ha Noi National University decided to invest in accordance with the law.

The Prime Minister also agreed with the proposal of Ha Noi National University in the spirit of Building a modern university urban area, not only the existing member units of Ha Noi National University; There is a reserve land fund for some prestigious universities that may be based in the university urban area.

The Prime Minister requested that the detailed planning of Ha Noi National University 1/500 be implemented in accordance with the law and ensure the development goals and structure of the national high-quality university.

The Prime Minister assigned the People’s Committee of Hanoi to direct Thach That District People’s Committee to organize site clearance and resettlement for projects, works implemented, anti-encroachment and illegal construction; Develop and implement a specific mechanism to focus the site clearance with a specific process, especially the construction of resettlement projects based on the approved adjustment project; Completing procedures for land allocation and granting land use right certificates to Ha Noi National University.

The Ministry of Planning and Investment shall assume the prime responsibility, and coordinate with the Ministry of Finance and Ha Noi National University, be proposing additional capital for site clearance, resettlement and construction of essential works, and report it to the Prime Minister according to regulations. The Prime Minister will work with Hanoi National University, Vietnam National University, Ho Chi Minh City and Da Nang University to deal with this soon.
