Mr. Nguyen Hung Truong, the buyer of the apartment, said that in mid-2015, he bought apartments belonging to IDICO Tan Phu project owned by IDICO and Hoang Anh Saigon Real Estate Company Limited (HASR) is the exclusive distributor.

In the official contract between Mr. Truong and IDICO clearly, shows the total contract value agreed by the two parties is $ 47,700.

On August 24^th 2015, Mr. Truong and Mr. Pham Quoc Phong are employees of IDICO Company met together. Mr. Truong was offered to Hoang Anh Saigon Real Estate Company (HASR) (382 – 384 Cao Thang, Ward 12, District 10) to pay the maintenance fee.

After receiving the house, the investor repeatedly called him to pay a maintenance fee to complete the procedure to make a pink book.

After the incident, Mr. Truong went down to the management board and was confirmed, in case of apartment A 1604 IDICO Tan Phu paid the full fee. Customers are provided with relevant documents to confirm with the People’s Committee of the award procedures for issuing the book.

But just a few days later, the owner again announced he has not paid maintenance fees and asked him to urgently complete the charge?

Mr. Truong said, “I bring a receipt of $ 2,000  of the previous fee to IDICO, the answer is: IDICO is not responsible for this receipt and move to HASR.

I went to HASR, then Ms. Vi, who claimed to be the Chief Financial Officer, denied this and said that this was the “stork money” paid to Hoang Anh Saigon.

But after Zhang issued the receipt, Ms. Vi disagreed, HASR only collect this amount. The money was transferred to SDICO but HASR did not keep this fee.

Recently, many customers buying a house at IDICO Tan Phu project are very upset about having to pay tens of millions more when buying a house, this money is not in the contract with the investor. So who does the responsibility for when the incident is extruded between the owner and the brokerage?
