It is known that the plot of this project is derived from the warehouse and the owner of the mortgage bank. In 2002, the bank auctioned this warehouse and the winning bidder was Minh Thanh.

However, according to the Department of Natural Resources and Environment, Minh Thanh Company has not completed the procedures for changing the purpose of land use for the land that has been built.

Specifically, since 2017, the Department of Natural Resources and Environment sent cadastral information to the City Tax Department, after the decision was issued to change the land use purpose of the People’s Committee. financial obligations and proposal Minh Thanh company comply with regulations. So far, the Department of Natural Resources and Environment has not received a reply from the HCMC Tax Department on this issue.

In the above situation, the Department of Natural Resources and Environment proposes the City People’s Committee to direct a number of issues such as directing the City Tax Department to promptly identify and collect land use levies; The Construction Department shall review and handle violations at works.

Regarding the problem that the investor has not changed the purpose of land use, has been granted apartment building permit for sale, DoNRE said that not only the project at 259 Le Van Luong, District 7, Minh Thanh Company. There are also other projects. Specifically as: Apartment project at 117 Nguyen Dinh Chieu, District 3 of the company C.T-Phung Nam apartment in Ward 15, Tan Binh District of Phuc Yen Company.

Therefore, the Department of Natural Resources and Environment proposes the City People’s Committee to assign the Department of Construction to review the issuance of construction permits for these cases and to issue resolution plans.
