Lao Cai proposed to invest nearly VND 5,800 billion to build SaPa airport

Lao Cai Provincial People’s Committee has proposed the Ministry of Transport for the construction of Sa Pa Airport with a total investment of nearly VND 5,800 billion.

According to the master plan, Sa Pa Airport is a two-use airport, located in Cam Cam commune, Bao Yen district, Lao Cai province, with an area of ​​371ha.

Sa Pa airport is proposed with 4C civil level. The total investment of the project is VND5,779 billion (excluding construction and installation costs of defense equipment).

The investment scale is divided into two phases. Specifically, phase 1 (by 2020) scale 4C airport with a capacity of 560,000 passengers per year and 600 tons of cargo per year; the location of the airfield is two positions; the aircraft types are A320, A321 and equivalent; The total investment cost is about VND 4,745 billion (including ground clearance for the whole project).

Phase 2 (up to 2030), scale airport 4C with a capacity of 1.5 million passengers per year and 2,880 tons of cargo per year; The location of the aircraft landing area is 5 positions; the aircraft types are A320, A321 and equivalent; total investment is about VND 1,033 billion.

Lao Cai Provincial People’s Committee also proposed investment plans. Under option 1, the Ministry of Transport and Investment invests in the construction of an entire airport with state budget or capital mobilized for socialization. However, according to the Lao Cai provincial People’s Committee, in the condition of limited state capital, the locality acknowledges that the progress of investment in this project will be very slow and It is difficult to meet the requirements of exploitation according to the approved planning and plan.

Under Option 2, Sa Pa Airport will be invested in the form of socialization (calling for investment from interested investors), Lao Cai will call for investment combined with support from the budget. local area together with land clearance and resettlement. The total cost is estimated at VND 2,861 billion.

Vietnam Air Traffic Management Corporation researches investment in flight management items with the expenditure for this item about VND 160 billion. Vietnam Civil Aviation Corporation will invest in the remaining civilian aviation facilities with a total budget of around VND1,724 billion.

On the basis of speeding up the implementation of the project and attracting resources from socialization to invest in building Sa Pa Airport, Lao Cai province proposed to select option 2 and at the same time request the Department of Aviation, General Airport Company and Flight Management Company provide consultancy and assistance on the investment plan for the construction of this airport so that the project will be implemented soon before the year 2020.
