The Ministry of Construction has just made statement that the National Historic Museum Project was short of capital so that this ministry needed to petition to the Government.

In a statement released September 11, the Ministry of Construction said that the plan to build the National Historic Museum was approved by the Prime Minister from December 2006.

In order to implement the project in line with the general socio-economic situation of the country, at the Government’s regular meeting in August 2015, the Prime Minister concluded: “In the current situation, the state budget is still difficult, at the same time, the preparation for investment in the construction of National Museum should be thoroughly researched and implemented. Therefore, in the period from 2015-2020, the Ministry of Construction, the Ministry of Culture -Sports-Tourism directs the Project Management Board and the functional authorities to focus on studying thoroughly, completing well the preparation of investment and investment procedures as prescribed.

Along with that, the Prime Minister also directed: “The Ministry of Planning and Investment shall supplement the investment expense in 2015 for the project. To assign the Ministry of Construction to prepare a capital plan for the period from 2016-2020, Ministry of Planning and Investment to include the list of medium-term public investment plans for the 2016-2020 period, striving to commence construction in 2021, put into use in 2024. “

However, in the years 2015, 2016, 2017 and medium term 2017-2020 plan, the project is not allocated funds to carry out the work under the direction of the Prime Minister, including the preparation of internal construction and presentation of technical design, so the project management units do not have the funds to maintain operation as well as pay salaries and social insurance for officials and employees.

In order to handle difficulties for the implementation of the project, especially the activities of the project management units, to solve the regime and support life of cadres and civil servants working there, on July 17, 2017, The Ministry of Construction has issued Dispatch No. 1616/BXD-KHTC to report to the Prime Minister on the status of the construction project of the National Historic Museum and propose the Prime Minister two following contents:

To consolidate and hold meetings of the State Steering Committee for the construction of the National Historic Museum to listen the report from the Ministry of Construction, the Ministry of Culture, Sports and Tourism on the specific implementation status of the project and direct to remove difficulties and obstacles and direct the concerned ministries and branches to continue implementing the Prime Minister’s conclusions at the State Steering Committee held on August 13, 2015 on investment projects on the construction of National Historic Museum.

The Ministry of Construction also said that the report of Mr. Nguyen Quang Nam, Director of the Management Board of construction investment projects, in the situation of difficult economic, budget allocation, the viewpoint of the Ministry of Construction is that we will not accelerate the deployment of project at this time.

The National Historic Museum project is planned to be constructed in land patch 07, West of West Lake New Urban Area, Hanoi total area of ​​over 10 hectares.

The total investment capital of the project was estimated at over VND 11,200 billion for 4 items: the main building of over 20,400 m2; memorial area; outdoor display area to display large artifacts, reconstruct historical space, cultural space, unique architecture and auxiliary technical items including trees and landscapes.
