Ministry of Transport proposed five measures to handle the Cai Lay BOT toll booth


The Ministry of Transport has proposed five options for handling road tolls for investment in BOT highway 1 through Cai Lay town (BOT Cai Lay) and submit it to the Prime Minister for decision.

Since its inception on August 1, 2017, BOT Cai Lay station has consistently received strong objections from its drivers. The toll booth has become a hotspot for traffic jams and the risk of losing control over the security of the area.

As the situation at BOT Cai Lay increasingly complex, on December 4, 2017, the Prime Minister instructed the Cai Lay BOT station to stop working for about a month to wait for Ministry of Transport to develop and submit the optimal plan for the Government to consider and decide.

At the meeting with the leaders of Tien Giang province on April 12, Nguyen Nhat – Deputy Minister of Transport said: “The Ministry of Transport has submitted to the Prime Minister 5 options for service fee history To use the road to pay for investment in BOT project of national highway No.1 through Cai Lay town.

Option 1: The Ministry of Transport proposes to keep the existing toll station location, continuing to reduce the overall price of all vehicles via the station, ie about 30% of the original. At this time, Group 1 vehicles (4 seats) will continue to be reduced from 25,000 dong to 15,000 dong.

The Ministry of Transport analyzes this option with the advantage that it does not have to allocate state support budgets and at the same time reduce part of the costs of transporting goods and traveling expenses of people. The downside is that the payback period is extended.

Option 2: The Ministry of Transport proposes to build another station on the route to avoid and collect both stations. At that time, the station on National Highway 1 will collect 15,000 dong/ trip, the station on the route avoids to collect the price of 25,000 dong / way for Group 1 vehicles.

The advantage of this approach is that it reduces part of the user response. The downside is the investment expenditure to build new stations in the new position of about VND90 billion, the locality must allocate more space clearance to the station. At the same time can lead to the state of the means of transportation on Highway 1 because the price here is lower than the route avoidance, causing congestion, traffic accidents.

Option 3: Keep the station at the price of 25,000 dong/ group 1, taking the 7-month and 7-month return. The advantage of this plan is that it is financially feasible and not necessary to allocate state budget support, thus achieving the objectives of the project, ie, to reduce the congestion, traffic accidents and environmental pollution in Cai Lay town.

Option 4: The Ministry of Transport proposes to collect the toll station on the route. Theoretically it is possible to forecast the vehicle traffic through the route but the results will be inaccurate due to the complexity of the project so it is not possible to quantify the level of acceptance of service users.

Option 5: Negotiating with the investor to change the form of contract similar to the contract of construction – lease service – transfer (contract BLT), remove the current Cai Lay BOT station, no service charge using roads and using state capital paid annually to investors corresponding to the turnover of signed BOT contracts. Reimbursement period corresponding to the duration of the BOT contract (7 years and 7 months). The amount of annual payment can be incurred (including interest arising) to VND2.026 billion.

As one of 88 routes built in the form of BOT, the Cai Lay route was built in accordance with Resolution 13 of the Party Central Committee and Government Resolution 108 on mobilizing resources outside the society to show transport infrastructure.

Cai Lay BOT project has total investment of VND1,398 billion (unsettled) and 100% private capital. In which, the contribution of investors is VND210 billion (Northern contributed VND136.5 billion (65%); TRICO contributed VND73.5 billion (35%)), accounting for 15% of total investment; the rest is bank loans.

In 2014, the project will start with a new section of 12 km of Cai Lay town, 7 new bridges with total investment capital of more than VND 1,000 billion, and maintenance of National Highway No.1 through Cai Lay. , With a capital of over VND 300 billion, of which 14 bridges will be upgraded.

The initial charging station was designed on the national highway, 600 m away from Vinh Long, but in 2015, the joint venture invested, managed and exploited the project to adjust the position of the station to its present location.

The reason for the relocation of the station is due to the old people, the land is more residential and not unified compensation claims. This transfer was also agreed by Transportation Department Tien Giang and Cai Lay District People’s Committee.
