In this meeting, the Government shall submit to the National Assembly a report on pre-feasibility study of an investment project on the construction of a number of expressways on the north-south route of 2017-2020, so that the National Assembly Considered through investment policy.
According to the report, 654 km north-south expressway is proposed investment in the first phase (2017 – 2020), 59 km away from the old plan is 713 km.
Specifically, the transport sector will invest and put into operation Cao Bo (Nam Dinh) – Bai Vot (Ha Tinh), Cam Lo (Quang Tri) – La Son (Thua Thien – Hue), Nha Trang (Khanh) Hoa Binh (Dong Nai) and My Thuan 2 bridges. In addition, the project of My Thuan 2 bridge will be added and the two lanes will be expanded from 4 lanes to La Son – Tuy Loan section.
The North South expressway will be divided into 11 component projects, of which eight will be PPP (Public Private Partnership) and three will be public investment projects.
Of the total investment capital, the state budget will support about VND 55,000 billion from government bonds, including VND 14,100 billion worth of ground clearance, VND 27,000 billion of investment projects in the form of PPP and more than VND 13,000 billion for Cao Bo (Nam Dinh) – Mai Son (Ninh Binh), Cam Lo (Quang Tri) – La Son (Thua Thien – Hue) and My Thuan 2.
So the remaining capital must attract investors is about VND63,700 billion.
In terms of progress, the projects will be prepared for investment from 2017 to 2018, expected to start in 2019 and basically completed in 2021.
In the next 2021-2025 phase of the North-South Expressway, the Government proposes to invest in Bai Vot – Cam Lo, Quang Ngai – Nha Trang sections and expand La Son – Tuy Loan section to 4 lanes; The period after 2025 will invest, exploit Can Tho – Ca Mau. These two phases will invest more than 700 km north-south expressway.
