According to the project proposal, Phu Yen Equestrian School is located in the North of Bai My in An My commune, Tuy An district, Phu Yen province. Phu Yen horse. Total estimated investment of the project is about $ 100 million.
Total area of the project is about 82,4115ha of land and 13ha of sea surface, with design scale including: stadium, stadium, horse racing and dog racing with an area of about 50ha; breeding, horse and dog training, breeding, running track for training, veterinary and care for horses, dogs about 10ha; service area, operator, club about 10ha; technical infrastructure (fence, electricity, water, road, green trees) about 12.4115ha.
The objective of the project is to do business in tourism; Providing accommodation services; catering business; horses, dogs and trainers; Horse racing, dog racing betting.
According to the Ministry of Construction, the addition of the function “Organizing horse races, dog racing betting” in accordance with the content mentioned in Point a Paragraph 1, Section III, Article 1 of Decision No. 665 / QD-TTg dated May 31 ,2018 of the Prime Minister approving the revised master plan for socio-economic development of Phu Yen province up to 2020 with a vision to 2030.
Based on the content of the Phu Yen People’s Committee, to have sufficient basis to report to the Prime Minister for approval of the investment policy of the project, the Ministry of Construction said that the Phu Yen People’s Committee should guide investors to improve some content.
The first is the consideration and approval of investment projects under the jurisdiction of the Prime Minister stipulated in Clause 1, Article 31 of the Investment Law. The dossier, order and procedures for deciding the investment policy of the project are stipulated in Article 34 of the Investment Law.
Secondly, the People’s Committee of Phu Yen province has to complete and supplement the feasibility study report of the project (contents to be complied with Article 54 of Construction Law No. 50/2014 / QH13).
Third, the project dossier needs to be supplemented with documents related to the provincial master plan for tourism development; construction planning (provincial planning, zoning planning, detailed planning 1/500 …). At the same time, it is necessary to clarify the land use scale of the construction items under the project to ensure that it is in line with the general planning already approved by the competent authority.
Fourthly, the above projects must be subject to environmental impact assessment and submitted to competent agencies for appraisal and approval of environmental impact assessment reports according to the provisions of the Law on Environmental Protection. Investors should contact competent state agencies for appraisal and approval of environmental impact assessment reports according to regulations.
In addition, the process of preparation and implementation of the project must comply with the provisions of Urban Planning Law No. 30/2009 / QH12, Decree 37/2010 / ND-CP dated 07/4/2010 of the Government on elaborate, appraise, approve and manage urban planning; Construction Law No.50 / 2014 / QH13 … and the law on real estate business; the law on forest protection and development and other relevant provisions of law.
