The Prime Minister has just approved for the state appraisal council to carry on the plan for appraisal of the feasibility study report of project of land acquisition, compensation, support and resettlement of Long Thanh International Airport.
Under the direction of Prime Minister Nguyen Xuan Phuc, in order to ensure submission time as schedule to the National Assembly at the fourth session, the 14th National Assembly must examine and adopt the feasibility study on the plan of land acquisition, compensation, support and resettlement of Long Thanh International Airport in accordance with the National Assembly’s Resolution No. 38/2017/QH14 dated June 19, 2017, the Prime Minister consented to allow the state appraisal council to execute appraisal of report as proposed by the Minister of Planning and Investment; The chairman of the appraisal council shall decide on the hiring of consultants for appraisal and take responsibility for the quality of the appraisal of project reports according to regulations.

On the basis of the appraisal results, Dong Nai People’s Committee shall have to study and receive the opinions of the appraisal council and complete the project report dossier; At the same time, it shall preside over and coordinate with the Ministry of Communications and Transport to prepare the contents of the Government’s report to submit to the National Assembly and report it to the Government for consideration and making decision at regular Government meeting in September.
Long Thanh International Airport has an estimated land acquired area of 5,000 hectares, of which area for the construction of airport infrastructure is 2,750 hectares.
The project is located in 6 communes: Binh Son, Suoi Trau, Cam Duong, Long An, Long Phuoc and Bau Can (Long Thanh district). Upon completion, Long Thanh Airport is 40 km from Ho Chi Minh City Center, 30 km from Bien Hoa.
There has been more than 4,700 households were affected by the entire project, the first phase alone has nearly 1,900 households. Most of the cleared land is located on over 1,800 hectares of land which is rubber plantation land managed by state-owned enterprises.
In June, the National Assembly also approved to divide the content of land acquisition, compensation, support and resettlement of Long Thanh Airport project into component project, clearly stating that the area of land acquired including 5,000 ha of land of Long Thanh airport project and the land area for construction of concentrated resettlement areas, the cemetery area and the area of resettlement works.
According to Dong Nai People’s Committee, the total expenditure of site clearance includes the construction of resettlement site and cemetery infrastructure is approximately VND 23,000 billion.
Currently, the budget has allocated VND 5,000 billion in the medium-term public investment plan for site clearance, which only meets 21.7% of the demand.
