The prime minister to approve for quang ninh to establish van don special economic zone

Prime Minister Nguyen Xuan Phuc has agreed on the policy to allow Quang Ninh province to implement the master plan for socio-economic development and re-plan master plan of Van Don economic zone as an administrative – economic special unit.

Accordingly, the Prime Minister has requested Quang Ninh province to use local budgets and other legal funding sources to implement.

At the same time, the prime minister also agreed in principle to the selection and appointment of foreign consultants for planning, People’s Committee of Quang Ninh Province carries out procedures for selecting and appointing foreign consultants to prepare the master plan in accordance with the Procurement Law ands Decree No. 30/2015 of the Government and the Chairman of People’s Committee of Quang Ninh Province is personally responsible in front of the Prime Minister.

The PM also agreed that People’s Committee of Quang Ninh Province to perform self-negotiation mechanism when considering contract value and payment with foreign consultants on making planning.

Earlier, Quang Ninh province’s leaders had proposed the Prime Minister to report to the Politburo early to get approval for establishing Van Don Special Economic-Administrative area; to direct the ministries and departments to submit to the National Assembly for approval of the Law on Administrative-Economic Zones in 2017.

Quang Ninh’s leaders also suggested that the Government should issue a decree on casino business, in which clearly specifies the location for Vietnamese people to play, to contribute to attract investment to Van Don – where located the high-end entertainment resort project expected to include casino.

At the end of 2016, during the meeting session with Quang Binh provincial leaders, the PM emphasized the need to consider Van Don Special Economic-Administrative zone as the “institutional laboratory of Vietnam” to attract investment.

Besides Van Don, the Government is also planning to set up two other special administrative – economic units are Northern Van Phong – Khanh Hoa and Phu Quoc – Kien Giang.
