Prime Minister approves Quang Ninh to adjust the overall planning of the 28,000ha Ha Long Bay

Prime Minister Nguyen Xuan Phuc has just approved the task of adjusting the master plan of the city. Ha Long until 2040, vision to 2050.

According to the decision, the scope of research for planning Ha Long city  is bordered by four communes in the south of Hoanh Bo district and two wards in Quang Yen town with a total area of ​​27,753.91 hectares.

According to the decision of the Prime Minister, the purpose of the plan is to improve the position of the city. Ha Long Bay in particular and Quang Ninh in general in the region and internationally. Accordingly, Ha Long will be developed in a sustainable manner, suitable to the requirements of green growth and adaptation to climate change; is a civilized sea-tourism city, friendly service center – world-class tourism with synchronous and modern socio-economic infrastructure in association with the preservation and promotion of the natural heritage Halong Bay World.

The planning also aims to build Ha Long city with modern technical infrastructure and modern urban social infrastructure; To play the role of a nucleus, an important traffic hub of the whole country, the main gate to the sea of ​​the northern provinces; At the same time, it is the basis for planning management, policy development for the city. Ha Long and continue to prepare the investment in urban construction as planned.

According to the plan, the population of 2017 in Ha Long is 384,000 people; By the year 2030, about 570,000 – 600,000 people; By 2040, about 720,000 – 810,000 people.

About the criteria of land use, civil land about 110-130 sqm per person. public urban land about 5-7sqm/ person; green land of 7-15sqm / person and residential land unit is 40-50 sqm / person.

Prime Minister demanded  Ha Long city needs to analyze the position, context of sustainable development, the value of natural conditions, climate, geological hydrology, landscape, ecology, natural resources; To assess the socio-economic development situation, the actual situation of development of key branches and domains such as tourism, trade in services, industry, cottage industries and handicrafts.

In addition, the city needs to study and evaluate the strategic planning directions of Quang Ninh province that have been prepared and approved; To review the development orientation of urban areas, the urban development land fund, the land use planning, the scale of functional areas, evaluate the suitability with the trend and development opportunities of Ha Long city.

At the same time, the city also needs to study solutions for technical infrastructure such as connecting highways and highways; To determine the direction of high-speed railway, national railway, urban railways, …

Currently, Quang Ninh People’s Committee is reviewing and evaluating the reality of urban development, identifying the shortcomings of the city. Ha Long to adjust the operation on the basis of handling and overcoming the shortage, ensuring the development of a synchronous infrastructure, technology, sustainable vision of a smart urban.

Parallel with that, the province also updated the new proposals on infrastructure such as tunnel road through the Gulf Gate, coastal road Ha Long – Cam Pha; High speed railway Ha Noi – Hai Phong – Ha Long – Mong Cai, connecting the area is expected “special zone” Van Don …

The province also proposed specific solutions for controlling the development of urban space, high-rise buildings, public spaces for urban residents and tourists.
