According to the document, the Prime Minister assigns the Ministry of Communications and Transport to assume the prime responsibility for, and coordinate with concerned ministries and agencies, which are: Public Security, Justice, Construction, Planning and Investment, Finance and Science and Technology, Natural Resources and Environment, National Traffic Safety Committee … and People’s Committees of Hanoi, Year of implementation of Resolution 16/2008 / NQ-CP.

Based on that, the Ministry of Transport and Transport drafted a resolution on solutions to overcome traffic jams in Hanoi and Ho Chi Minh City. HCM (replaced Resolution No. 16/2008 / NQ-CP), submitted to the Prime Minister before June 30, 2018.

Building high-rise apartment buildings in the center is considered as one of the causes of infrastructure overload in Hanoi and Ho Chi Minh City, especially transport infrastructure.
