According to the document conveying the Prime Minister’s opinion from the Main Office, the press has recently reported on the planning of the construction of the Hanoi railway station and surrounding areas.

After receiving information on the newspaper, the Prime Minister requested the Hanoi People’s Committee to be careful in planning, ensuring sustainable development.
Previously, the People’s Committee of Hanoi city has written requests for opinions of ministries and branches on urban planning projects in Hanoi and surrounding areas.
Accordingly, the city authority proposed to rebuild Hanoi railway station to function as the central passenger train station and international railway station to all directions.
In order to implement the above functions, the project has planned 9 functional zones, including low-rise cultural area; financial areas of 40 to 70 floors; international trade area, new lifestyle area of 40-60 floors; urban resorts of 40-60 floors; railway station area of 40 -70 floors.
The height of the work is 100-200 meters which is built around Linh Quang Lake, in which includes a 200 meter- high highlighted work in the North West of the lake.
According to the representatives of the Department of Planning and Architecture of Hanoi, the estimated investment capital of the project is about 23,800 billion dong, of which Hanoi will support the capital of about 700 billion dong for the entire transport system and technical infrastructure.
On investment phasing, the project sets up three phases. The first phase till 2020 will focus on constructing resettlement works in Ngo Sy Lien water plant and Van Chuong collective; reconstructing Hanoi railway station and Linh Quang lake area; At the same time building basic technical infrastructure and underground garage network.
The second phase till 2030 will build the network of roads and tunnels for pedestrians; building media centers, new lifestyles area, international trade area, railway stations area.
The third phase from 2025 to 2035 which is supported by second phase to ensure that 100% of resettlement area to promote development; constructing financial centers in the planned area.
At the interview with VnEconomy, Mr. Tran Ngoc Chinh, Chairman of the Vietnam Urban Planning Association, former Vice Minister of Construction, said that basically the planning of Hanoi railway station is a right and applauded policy.
However, because this area is associated with Hanoi’s historical elements, it is important to know how to implement the plan, to take the land and to take it.
In addition, because Hanoi railway station is a historical inner city, the pressure on social infrastructure and transport infrastructure will be more or less affected. Therefore, the planning issue of the infrastructure must be put on the top, before discussing about the construction of other service complexes.
