Accordingly, the newly constructed investment projects must have parking ground ensuring to meet the demand of the building itself. Housing, regardless of types of housing projects such as high-grade apartment, shophouse, social housing, resettlement area must all have a underground parking garage.
The Department of Planning and Architecture of Hanoi also regulates three groups of works applying the regulation on underground parking garage.

Garages located in the basement and semi-basement of the apartment must meet the technical requirements that have been regulated.
The group of projects encouraged to supplement the basement but must ensure enough parking space for the project itself includes public works, mixed works such as offices, hotels, commercial centers. There are also mixed projects, urban services (vocational training, culture, sport, recreation, tourism, finance, banking, insurance, telecommunications …) of municipal and regional level.
The works not allowed to arrange car garage in the basement in accordance with the regulation of Ministry of Construction such as kindergarten, specialized homes for the elderly and disabled, hospitals, building for sleeping of boarding school and facilities for children; High schools, out-of-school training establishments, professional secondary schools and vocational schools.

In addition, Ha Noi also encouraged constructing the basements for bicycles, motorbikes or build basements under blocks of administrative and office buildings for parking space in order to increase the area for green trees in order to ensure the landscape and environment within the project campus.
