According to the Ministry of Transport’s assessment of the routes in the Northern mountainous area, only the Noi Bai – Lao Cai expressway is of scale – the standard of highways, other routes This area is of low quality (including national roads). Therefore, the connection between the mountainous provinces in the north with the delta and seaports and vice versa has encountered many difficulties, reducing the ability of socio-economic development, tourism … of the mountainous provinces.
In addition, the northern mountainous provinces have great potential for tourism, culture and minerals. However, to date, this potential has not been fully realized, partly because of poor access to transportation.
The Ministry of Transport said that the investment in the construction of the transport system connecting the northern mountainous provinces with the Noi Bai – Lao Cai expressway is very necessary, helping to complete the transportation network in the region, increasing to promote economic, social and cultural exchanges for the northern mountainous provinces. At that time, the maximum efficiency of the Hanoi – Lao Cai expressway will be promoted while simultaneously stimulating socio-economic development, tourism development and local industries with the northern traffic network.
According to this ministry, the project, when completed, will ensure connectivity between Lai Chau, Lao Cai and Yen Bai provinces with the Noi Bai – Lao Cai Expressway, shortening the journey from provincial economic and political centers. Lai Chau, Lao Cai, Yen Bai and other related provinces in Hanoi, improving the efficiency of Noi Bai – Lao Cai expressway, thereby reducing the cost of transportation of goods and passengers and strengthen linkages between provinces and economic regions.
The project has a total investment of $ 237 million, of which $ 212 million is from Asian Development Bank (ADB), which is used to pay for construction, design consultancy services. , monitoring, environmental impact monitoring, auditing and other costs. The rest is from the state budget used for site clearance, project management costs and other expenses according to current regulations.
According to the plan, the project will build 16 km and upgrade 134 km of Provincial Road 136 belonging to the Lai Chau link with Noi Bai – Lao Cai expressway, meeting the standard of grade III mountainous roads; To build Nghi Lo highway (Noi Bai – Lao Cai expressway) on the basis of upgrading provincial road 175, which is 52.2 km long, up to grade-IV mountainous region.
Currently, Ministry of Transport has proposed two implementation options. The first option is that the ministry will be the lead agency and project owner for the whole project.
In the second project, the Ministry will be the owner of Lai Chau and Noi Bai – Lao Cai highways and Yen Bai provincial People’s Committee will be the investor of connecting Nghia Lo with Noi Bai – Lao Cai expressway.
