Quang Nam Provincial People’s Committee has agreed to transfer 6 branches of the Land Development Center from the Department of Natural Resources and Environment to the People’s Committees of districts, towns and cities such as Tam Ky, Hoi An, Dien Ban, Nui Thanh, Duy Xuyen and Thang Binh.

According to Quang Nam Provincial People’s Committee, after two years of operation, the provincial center of excellence and its branches basically meet the assigned tasks, but due to a large number of projects implemented, local branches are limited.

In order to further promote the work of compensation, ground clearance, resettlement and land fund exploitation, in association with local responsibilities in the direction and administration work, the provincial People’s Committee has reported and has been reported by the Provincial Party Committee and it will be the first to re-organize the 6 centers in the 6 provinces.

According to statistics, 6 branches of Tam Ky Steering Center, Hoi An, Dien Ban, Thang Binh, Nui Thanh and Duy Xuyen belonged to the Provincial Center for Management and Development since the merger of one level. Land area recovered nearly 200ha, paid about 75% of the total value. Particularly, from the beginning of 2017 up to now, 6 branches in these localities held the auction of land use rights with an area of more than 3.4 ha, with the winning amount of over $5.5 million.

However, the Department of Natural Resources and Environment proposed to hand over the Center for Management and Development of its dependent branches to 6 coastal provinces managed with many objective and subjective reasons. It is worth noting that conflicts arise from local conflicts of interest.

Since their operation, they have not been assigned by the People’s Committees of districts, cities and towns to create and exploit land funds. Local authorities assigned to the project management or departments under the district People’s Committee. Some localities only assign a branch of the Provincial Center for Management of Ethnic Minorities to organize auctions of land use rights and to exploit land fund. However, funds allocated for this task are not allocated.
