Quang Nam: Transfering 6 Branches Of Land Fund Development Center To The Local

The people’s committee of Quang Nam province said it unified the policy of the transfer of 6 branches of Land Fund Development Center from Department of natural resources & the environment to the counties, towns or cities: Tam Ky, Hoi An, Dien Ban, Nui Thanh, Duy Xuyen and Thang Binh.

The people’s committee of Quang Nam province said, after 2 years operated, Land Fund Development Center of province and branches basically meet the requirements of the assigned tasks, however, due to the multiple numbers of deployment projects, the work of coordination of the local and branch are limited.

To strongly promote the work of compensation, clearance, resettlement and exploit land fund which is in association with local responsibility in the leadership and management, people’s committee of province reported and was unified by Provincial Standing Committee in reorganizing Land Fund Development Center through the first work that transfers 6 branches of Land Fund Development Center.

According to statistics, after unifying, 6 branches of Land Fund Development Center: Tam Ky, Hoi An, Dien Ban, Nui Thanh, Duy Xuyen and Thang Binh of Land Fund Development Center of province have implemented the compensation – support – resettlement project with the land withdrawal area of 200ha, paying and spending of about 75% of the total value of compensation – support. Especially for land fund exploiting sources, since the early of 2017 to now, 6 branches in the localities held the auction of land use rights with the area of more than 3.4 ha with the money of the auction of more than 5.5 million USD.

However, Department of natural resources-environment proposed the province to handing over of branches of Land Fund Development Center to 6 coastal localities managing because there are many subjective and objective reasons. Especially, a notable point stems from the conflict of the benefit of local.

Since operating under the one-level model, the branches were not done the creation and exploitation of the Land Fund by people’s committee. The localities deliver to the project for management board of project, or the authorities of people’s committee to implement. Some localities only deliver for the branches of  Land Fund Development Center holding the auction of land use rights or exploiting land fund but budget resources are not delivered the or being limited.
