The ministry also noted that Quang Ninh province needs to collect opinions of relevant communities in accordance with the Urban Planning Law 2009 before adjusting the master plan.

Previously, according to the People’s Committee of Quang Ninh province, the old planning of Ha Long city was no longer consistent with the reality of renovation and development and many shortcomings. The area of ​​indirect research in the vicinity of Ha Long includes 4 communes in the south of Hoanh Bo district and 2 wards in Quang Yen town.
