The HCM City People’s Committee has issued a plan to relocate production facilities that are not suitable for urban planning in the period of 2016-2020.
According to statistics, there are more than 10,000 production facilities operating outside industrial parks, export processing zones, hi-tech parks and industrial clusters in Ho Chi Minh City. All these facilities are not suitable for urban construction planning.
Specifically, Ho Chi Minh City will relocate production facilities in the planning projects, works to prepare. According to the People’s Committee of Ho Chi Minh City, these facilities are mostly small and medium-sized establishments with limited investment capital and limited area. Environmental protection has not been paid enough attention.

The waste treatment has not been adequately invested, especially the production facilities with old and obsolete equipment are intermingled in the residential area or do not ensure the safety of the environment, the risk of causing fires for residential areas.
This causes negative impacts on communities and causes difficulties in management and control.
Therefore, Ho Chi Minh City will step by step relocate production facilities of building materials, textile dyeing, chemical and mechanical facilities into industrial parks and industrial complexes that have invested in the complete construction of infrastructure technically or these facilities have to move out of Ho Chi Minh City.

Next, HCMC will relocate cattle and poultry slaughterhouses into modern and modern slaughter plants. At the same time, to encourage and support production establishments to relocate themselves to the new positions in line with the planning for stable operation and long-term development.
The conversion of land use purpose and use of land in accordance with the master plan shall be prioritized for implementation before the compulsory relocation of establishments due to non-conformity with the planning.
