Starting Land Inspection On A Large Scale Across The Country

The Prime Minister has approved the Scheme on intensifying the handling of violations in land management and uses in the period up to 2020.

The overall objective of the project is to enhance the detection and resolution of violations in land management and use in order to rectify and enhance the state management of land; Contribute to improve the effectiveness of the land law, prevent and limit the situation of violation of land law throughout the country.

The project will be implemented throughout the country, the implementation period from January 2016 to December 20-20.

Accordingly, the objects of inspection include:

– People’s Committees at district and commune levels in managing land; The focus is on the management of district land use planning and plans; land allocation, land lease, change of land use purpose; registration of land, issuance of certificates of land use rights, ownership of houses and other assets attached to land to households and individuals, and the detection, prevention and timely settlement of violations land law of land users;

– People’s committees at all levels and specialized agencies in charge of land administration, finance, taxation and construction at all levels in the implementation of administrative procedures on land; the management of rice land and the management of land in industrial parks, industrial clusters, economic zones, production and business establishments outside industrial zones;

– Organizations using land in industrial parks, industrial clusters and economic zones; The production and business establishments outside the industrial zones show signs of violating the land legislation.

Will inspect 30 provinces across the country on land from 2016 to 2020

As planned in the project, 2016 will focus on inspection of the law enforcement in the land management of the People’s Committees at all levels of the district and commune.

MONRE will directly inspect the six provinces representing the regions (including Phu Tho, Ha Tinh, Khanh Hoa, Lam Dong, Binh Phuoc and An Giang), in which each province will inspect one unit district level and two commune level units).

2017: To concentrate on inspecting the implementation of administrative procedures on land at all levels. MONRE is responsible for conducting inspections in six provinces and cities (including Vinh Phuc, Hanoi, Thanh Hoa, Gia Lai, Ba Ria-Vung Tau and Ben Tre).

2018: To concentrate on inspecting the management and use of land in industrial parks, industrial clusters and economic zones.

The Ministry of Natural Resources and Environment directly inspects six provinces and cities (including Thai Nguyen, Bac Ninh, Binh Dinh, Dong Nai, Ho Chi Minh City and Can Tho), of which three are in the province, industrial clusters, economic zones with signs of violation).

2019: To concentrate inspection on the management and use of land in production and business establishments outside industrial parks. Inspectors of six provinces, including Bac Giang, Hai Duong, Ha Nam, Nghe An, Binh Duong and Tay Ninh, where each province inspected six production and business establishments outside the industrial zones, which showed signs of violating the land legislation…

Provincial people’s committees inspected 20 production and business establishments that showed signs of violation of land legislation and synthesized and reported the results to the Ministry of Natural Resources and Environment.

2020: To focus on the observance of land legislation in the management and use of land for rice cultivation; Inspection in six provinces and centrally-run cities (including Hung Yen, Thai Binh, Ninh Binh, Quang Ngai, Long An and Hau Giang).

The total cost of implementing the project is estimated at VND.49,850 million
