Vinataba and Vinapaco want to relocate their offices

The Office of the Government has received a letter from the Ministry of Industry and Trade on the exchange of office space between the Vietnam Paper Corporation (Vinapaco) and the Vietnam Tobacco Corporation (Vinataba).

In order to have the basis for submission to the Prime Minister for consideration and decision, the Office of the Government requests the agencies to comment on the proposal of the Ministry of Industry and Trade.

In the report submitted to the Prime Minister, the Ministry of Industry and Trade has proposed the head of the Government to consider and decide the swap 486m2 floor of Vinataba at 25A Ly Thuong Kiet, Hoan Kiem District, Hanoi to 813m2 floor Floor 10 of Vinapaco at 25 Ly Thuong Kiet, Hoan Kiem district.

Vinataba and Vinapaco want to relocate their offices

It is known that the premises at 25A Ly Thuong Kiet, Hoan Kiem District (25A Ly Thuong Kiet) are under the management and use of Vinataba and Vinapaco.

According to the reports of two corporations, the premises at 25A Ly Thuong Kiet of Vinataba and Vinapaco managed and used a total area of ​​230sqm in a total area of ​​811.6m2 of land at 25A Ly Thuong Kiet.

In particular, Vinataba managed, using 115m2 of land and 486m2 floor; Vinapaco manages and uses 696.6 m2 of land and 954m2 of floor space (in 696.6 m2 of Vinapaco’s land, including 115m2 of Vinapaco land), jointly builds a management building at 25A Ly Thuong Kiet with Vinataba. ).

The house, land at 25A Ly Thuong Kiet is under the name of Vinapaco signed the land lease contract with the Department of Natural Resources and Environment City. Hanoi, the land lease term is 50 years from December 31, 2004, the form of land lease is paid annually. As a result, up to the present time, the land and buildings have been rented for about 37 years.

The above-mentioned premises and facilities are reorganized and disposed of by the two corporations under the Prime Minister’s decisions and approved by the Ministry of Finance.

The Ministry of Industry and Trade also said that the time for renting land at the two houses and land is not much difference (about 3 years), the form of land use is state lease land paid annual.

In addition, before proposing to swap the area of ​​115m2 of land at 25A Ly Thuong Kiet Street managed by Vinataba, Vinataba still implements the obligation to pay land rent to the state through Vinapaco.

As a result, Vinataba proposed to continue paying annual land rents for 115 square meters of land at 25 Ly Thuong Kiet street (Ngo Quyen street). In this regard, Vinapaco has also agreed.

According to the Ministry of Industry and Trade, the exchange of houses and land of two corporations is not included in the regulation on the rearrangement and treatment of state-owned land and houses. In fact, the swap of houses and land is the form of sale of assets on land, the transfer of land use right in the form of purchase and sale designated.

In addition, according to regulations, the sale of assets on land, the transfer of land use rights in the form of transfer in the case of centrally managed land and houses, must have the opinion of the Ministry of Finance.

Therefore, the Ministry of Industry and Commerce also sent a letter to the Ministry of Finance, the City People’s Committee. Hanoi considered and commented on the proposals of two corporations. Then, the People’s Committee. Hanoi agreed on the swap policy mentioned above.

Meanwhile, the Ministry of Finance has also sent an official letter to the Ministry of Industry and Trade. In the official letter, the Ministry of Finance confirmed that if it is necessary to sell assets on land, transfer the land use right in the form of designation, the central-level managing agency shall submit to the Prime Minister for consideration and decision.

According to the report, the evaluation of the lease price of 486 sqm of office floor area for the remaining term of the land lease contract about 37/50 years land lease contract at 25A Ly Thuong Kiet is nearly VND20.539 billion to rent 825sqm of the entire 8th floor, Don Nguyen 2 of Hong Ha Center building for the remaining 40/50 years worth nearly VND22.85 billion.
