Unhandled of coastal construction projects implemented slowly

In order to enhance the management of planning and investment, to ensure the efficient and sustainable exploitation of coastal land funds, to respond to and adapt to climate change and sea level rise, the Prime Minister increase the management of planning, construction investment and land management of coastal projects.

Accordingly, the Prime Minister requested the Ministry of Construction to urge localities to manage the coastal zone construction planning, management of construction investment in coastal projects, especially publicity and information about onstruction planning for local people to participate in inspection and supervision.

The Ministry of Natural Resources and Environment is responsible for managing the implementation of regulations on pollution treatment and coastal land environmental protection. The Prime Minister specifically assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with concerned agencies in, examining, reviewing and proposing definitive solutions to the projects already granted investment certificates, hand over land but not implement it; project implementation delay, slow progress, late payment of land rent; The project is granted incentives in contravention of regulations; The project does not comply with the contents of the investment certificate; Capital transfer or transfer of land use right in contravention of regulations.

The Directive also requests the provincial people’s committees to deal with cases of violation of construction order, adjustment of construction planning strictly according to their competence and regulations. Construction is not up to the planning, construction is not allowed or the license is not right; To adjust the land use planning and change the land use levies strictly according to their competence and not conformable with the approved construction plannings.
