In terms of this half-operation, the units explained that because some scanned documents were sent out over the network without legal certainty, they asked people to add the originals for ease of checking and reconciliation.

A senior official from the Department of Home Affairs commented: Level 4 online public service is a complete online service. Payments can be made online, either in person or by mail. Thus, it is not easy for public administrations to solve public administrative procedures at level 4, especially in the field of houses and land. There are two main reasons, including the legal status of the paper and the form of payment. Especially for papers, blueprints or house or land certificates, if the staff uses the scanned documents sent via the internet, the reliability wouldn’t be guaranteed.
