According to the inspection, the People’s Committee of Quang Ninh province has many defects and many violations in the field of construction investment management. Specifically, some investment projects under the land conversion mechanism are not in line with the Land Guiding Law of the Government and Circular of the Ministry of Finance.

The financial fraud in the inspected projects is more than VND317 billion, more than VND1 million and the tax debt of more than VND861 billion. 22 projects implemented the method of payment of infrastructure investment with the value of land use right, but only 7/22 projects were implemented according to regulations. All remaining projects are in violation of land law.

In the period from 2001 – 2010, Quang Ninh has 180 projects to build urban areas, housing, trade, of which 117 projects are required to auction land use rights. Similarly, in Cao Xanh – Ha Khanh urban area, the People’s Committee of Quang Ninh province also calculates the reduced land use fee for investors with the amount of over VND 161 billion which is not in accordance with the regulations.
