District 7 is currently hiring a consultant to set up architectural management regulations for some areas that have been stabilized under the city’s pilot policy. However, the pilot applies only to residential areas with detailed planning of 1/500 scale (specify the number of floors, height, road width, alley, construction scale …) .
According to Vice Chairman Ho Chi Minh City People’s Committee Tran Vinh Tuyen, in the area has been planned in detail, people only need to rely on it to design documents, submitted to functional agencies for evaluation. If they meet the requirements of quality and regulation, they can build and they do not have to apply for a construction permit. Thereby, the city will reduce procedures, avoid troubles, negative arising in the land field.
Along with not granting construction permits for individual houses, HCM also piloted the “one-stop shop” mechanism. Specifically, all three steps of basic facility verification, technical design examination, construction permit issuance will take place at the same time. Individuals and organizations only need to submit documents in accordance with regulations and receive results at the Department of Construction Ho Chi Minh City.
In Ho Chi Minh City, the exemption of construction permits for individual dwellings for residents was researched and implemented eight years ago in Tan Phu district. However, in order to manage and monitor the construction of individual housing without a building permit, Mr. Chau said that the city needs to have the uniform, standardized planning. On the other hand, in order to do this, Mr. Chau noted that there should be detailed zoning plan of 1 / 2,000 scales, 1/500 detailed planning, even urban design for planning to 1 / 100, 1/200. It means that the city must manage each plot of land and must have policies to encourage people to cooperate with each other to combine the blocks of land to ensure the beauty of the city.
Nguyen Van Duc, deputy chairman of the HCM City Real Estate Association, said that this is a good thing for the people, because with each application, Build individual houses, people have to wait from 1 month to 2 months. At the same time, they have to spend over 10 million spent on drawings including pre-design and “procedures” in general.
Therefore, the abandonment of construction permits will help people to get rid of many troublesome procedures. At the same time, successful implementation will limit many negative aspects of the licensing process. Despite this, Mr. Duc still concerned about the approval of the 1/500 plan is still very slow. It is known that the time from filing in the district to the Department of Planning – Architecture and finally the city level takes one year but not yet approved.
Meanwhile, Dr. Vo Kim Cuong – former Deputy Chief Architect of HCMC notes that the city needs to implement very carefully when building regulations to avoid waste if not feasible.
Dr. Vo Kim Cuong said that only new projects planned, the exemption of construction permits will be simple, but the existing residential area should be calculated very carefully. With the current reality, architectural management regulations can only regulate the maximum height, construction density, façade architecture, road boundaries for housing in an area or street. As for each work, Dr. Vo Kim Cuong said that still need a construction permit.
According to the Department of Planning and Architecture of Ho Chi Minh City, the city now has about 92,000ha of urban land, of which only 30,000ha planned at the rate of 1/500. The reason why the 1/500 scale delay planning is that every five years, the city has to review and adjust the zoning plan at 1 / 2,000 scale, so the 1/500 scale must also be adjusted.
