In 2016, 2017, the Government issued two decrees related to the Law on Land Purchase, including Resolution 19-2016 / NQ-CP and Decree 01/2017 / ND-CP.
Resolution 19-2016 / NQ-CP
The content of Resolution 19-2016 was approved by the Government as “On major tasks and solutions to improve the business environment and raise the national competitiveness in the 2016-2017 period with an orientation to 2020”.
The Resolution referred to the issue of the law on house purchase and sale in Section 8 (Ministry of Natural Resources and Environment), Chapter III (Responsibilities of ministries and localities).

According to Resolution 19-2016 / NQ-CP of the law on house purchase and sale, the Ministry of Natural Resources and Environment has the responsibility:
Completing revision of regulations on administrative procedures in registration, assignment of property rights before December 2016.

According to Decree No. 01/2017 / ND-CP, from 3/3/2017, the Law on house purchase and sale amended and added some new decrees and regulations shall take effect as follows:
Many financial procedures in the land field will be reduced by a half to one-third the amount of time required by previous regulations.
The decree also allows the issuance of certificates of land use rights, ownership of houses and assets attached to land with the extension of a number of cases.
